Letter from the UN High Commissioner of Human Rights to the government of Bangladesh - to which the government responded (see further below) - raises the issue of "peacekeeping". This is important, as it is a key benefit which the army and police obtain. Important leverage.

The letter says: "[T]he use of excessive force, arbitrary arrests and torture reported during the protests raise serious concerns [about Bangladesh role in peacekeeping]."

Here is key text:

"The response by law enforcement authorites to the protests have been makked by the use of excessive force, including live ammunition, arbitrary arrests, detention, ill treatment and torture. We understand that protestors have also been subjec to violent attacks by groups reportedly affiliated with the Government with no protection avaialable to the. The deployment of paramilitary units such as the Armed Police Force, Broder Guard Bangladesh and the Rapid Action Battalion poseds further risks." We are also aware of arrests of opposition figures, exacerbating the situation.

"As one of the largest contributors to United Nations, Peacekeeping missions, Bangladesh has been a steadfast supporter of global peace and security. However, the use of excessive force, arbitrary arrests and torture reported during the protests raise serious concerns."

These rap lyrics have resulted in Bangladesh authorities arresting the musician Hannan Hossain Shimul: "Raise your voice, Bangladesh, raise your voice// So much blood on the streets, raise your voice//Raise your voice, Bangladesh, raise your voice//Who fired the shots on the streets?//Raise your voice, Bangladesh."

@dailystarnews reported yesterday that he was arrested on 25 July and the court sanctioned two days of police interrogation. The police did not disclose the specific charges against him and his family have not received a copy of the police's First Information Report (FIR) related to the arrest.

And the manner of his arrest his extraordinary. The newspaper reports that, according to Hannan's producer, "Hannan' was returning home after attending a funeral prayer when he and a few friends were apprehended by police. Allegedly, police found video footage of recent protests on their mobile phones, leading to their detention as suspects."
