Please note that grade 4 NAEP Reading data are strongly skewed in states with mandatory grade retention at grade 3. Retention removes lowest performing students from sample and then reintroduces those students in testing when 1 year older than peers.

In coaching many Reading Recovery teachers over the years, I’ve never observed teachers prompting children to guess or avoid looking at print. RR teachers teach phonics in a systematic, explicit way using authentic text reading & writing. Simply, it has stayed because it works!
