For those interested in public-private partnerships in education, let me give you an update on Liberia's partnership program, LEAP, and why I think it's an example for others to follow:
✅Designed and fully owned by the MoE for 8 years and counting
✅Carried forward through two-government transitions
✅Successful reform and rebrand in 2018 (PSL > LEAP)
✅$40m+ fresh philanthropic funding mobilised to support
✅Rigorously evaluated with a gold-standard RCT (from Year 1)
✅Lowest performers removed from the program (In Year 4)
✅Highest performers achieved over 2x learning gains
✅100k+ children being reached across all counties in the country
✅Female students less likely to drop out of school
✅Policy reforms (Free ECE, Full School Day)
✅Fully embedded at all levels of the education system
✅Established a dynamic ecosystem of education providers...
✅...who partner together...
✅...& became official partners of the MoE during COVID
✅Created a unique dataset with per-pupil data for five+ years
✅Partners now sharing innovations beyond the program, For instance:
✅Rising sharing technology via USAID's ESSA Program
✅UMovement sharing their excellent Civics Education Program
✅Providers' per-student costs continue to fall
And for the first time:
✅Direct government budget contribution, a major milestone.
Congratulations to the Liberian MoE, past and present, for what they've achieved with this groundbreaking program. I'm excited to see how it evolves and improves under the leadership of Hon. Minister Dr Jarso M. Jallah and her team.
