I understand transformative use in terms of the basis of creative commons. but it depends WHAT you are using it for. if its the same econonokic purpose as the original that is NOT fair use.

I think you misunderstand how the 4th factor actually works. It doesnt just look at harm to one specific work. The law explicitly looks at the effect on the potential market as a whole. Your react video example actually proves my point. A reaction video comments on one piece of media. Suno ingested entire music catalogs to build a commercial engine designed to replace the need to license human music altogethr. That is systemic market substitution, not independent competition.
