రాష్ట్ర సచివాలయంలో ఆరోగ్య శాఖ బడ్జెట్ కి సంబంధించి అన్ని విభాగాల హెచ్‌ఓడీలు, ఉన్నతాధికారులతో సమీక్ష సమావేశం నిర్వహించాను.

గత కొన్ని సంవత్సరాలుగా ఆరోగ్య శాఖకు కేటాయించిన బడ్జెట్, ప్రతిపాదించిన అంచనాలు, వాస్తవంగా వచ్చిన నిధులు, అలాగే వాటి వినియోగ స్థాయిలపై సమీక్షించాను. రాబోయే ఆర్థిక సంవత్సరానికి అవసరమైన బడ్జెట్ ప్రతిపాదనలను ప్రజల అవసరాలకు అనుగుణంగా, ప్రాధాన్యత క్రమంలో రూపొందించాలని అధికారులకు సూచించాను.

గతంలో మంజూరైన నిధులు ఎంత సమర్థవంతంగా వినియోగించబడ్డాయో విశ్లేషించి, ఎక్కడైనా లోపాలు ఉంటే వాటిని సరిదిద్దుకుంటూ, భవిష్యత్తులో మరింత మెరుగైన ఫలితాలు సాధించేలా ప్రణాళికలు రూపొందించాలని దిశానిర్దేశం చేశాను. ప్రజారోగ్య వ్యవస్థ బలోపేతం, సేవల విస్తరణ, నాణ్యమైన వైద్య సదుపాయాల అందుబాటు లక్ష్యంగా బడ్జెట్ రూపకల్పన జరగాలని సూచించాను.

గుంటూరులోని ప్రభుత్వ సర్వజన ఆసుపత్రిలో ఏర్పాటు చేసిన కానూరి GMCANA మాతా–శిశు ఆరోగ్య కేంద్రం (MCH Centre) ను గౌరవ రాష్ట్ర ముఖ్యమంత్రి శ్రీ @ncbn గారితో కలిసి ప్రారంభించాను.

దాదాపు రూ.100 కోట్ల వ్యయంతో నిర్మించిన ఈ ఎంసీహెచ్ సెంటర్ కేవలం ఒక భవనం మాత్రమే కాకుండా, తమ జీవితాలను మలిచిన సంస్థకు పూర్వ విద్యార్థులు తిరిగి ఇచ్చిన కృతజ్ఞతకు నిలువెత్తు నిదర్శనం.
తాము చదువుకున్న కళాశాల అభివృద్ధి కోసం అలుమ్ని అసోసియేషన్ చేసిన సేవలు అరుదైనవి.

అలాగే, ఈ కేంద్రాన్ని పూర్తిస్థాయిలో సేవలందించేలా చేయడానికి ప్రభుత్వం తరఫున ఎక్విప్‌మెంట్, ఫర్నిచర్ కోసం రూ.27 కోట్లను మంజూరు చేశాం. దీని ద్వారా మాతా–శిశు ఆరోగ్య సేవలు మరింత విస్తృతంగా, నాణ్యంగా అందుబాటులోకి వస్తాయి.

ప్రజారోగ్య రంగంలో గత 18–20 నెలల్లో గణనీయ ప్రగతి సాధించాం. MMR ను ప్రతి లక్ష జనాభాకు 40 నుంచి 30కి, IMR ను 19 నుంచి 17కి తగ్గించగలిగాం. ప్రభుత్వ టీచింగ్ హాస్పిటల్స్‌లో OP సేవలు 140%, IP సేవలు 144%, అలాగే డయాగ్నస్టిక్ పరీక్షలు, శస్త్రచికిత్సలు సుమారు 150% వరకు పెరిగాయి. ఇప్పటివరకు 57% వద్ద ఉన్న ఇన్‌స్టిట్యూషనల్ డెలివరీలను, ఈ ఎంసీహెచ్ సెంటర్ ద్వారా 100% దాటే దిశగా తీసుకువెళ్లగలమనే విశ్వాసం ఉంది.

ముఖ్యమంత్రి శ్రీ చంద్రబాబు గారి నాయకత్వంలో ప్రభుత్వం చేపడుతున్న సంస్కరణలకు అలుమ్ని అసోసియేషన్ వంటి సంస్థల సహకారం తోడైతే, హెల్దీ – వెల్తీ – హ్యాపీ ఆంధ్రప్రదేశ్ లక్ష్యాన్ని తప్పకుండా సాధిస్తాం. ఈ నమూనాను రాష్ట్రంలోని ఇతర వైద్య కళాశాలలు కూడా అనుసరించాలని కోరుకుంటున్నాను.

ఒంగోలు నగరంలో ఆంధ్ర సారస్వత పరిషత్తు – ఆంధ్రప్రదేశ్ ఆధ్వర్యంలో నిర్వహించిన బాలల ప్రపంచ తెలుగు మహాసభల్లో పాల్గొన్నాను. 16 సంవత్సరాల లోపు బాల బాలికలతో తెలుగు భాషా వికాసం, సాంస్కృతిక చైతన్యాన్ని పెంపొందించే లక్ష్యంతో తొలిసారిగా నిర్వహించిన ఈ వినూత్న కార్యక్రమం, తెలుగు భాష చరిత్రలో ఒక మైలురాయిగా నిలుస్తుంది.

మాతృభాష కేవలం సంభాషణ మాధ్యమం మాత్రమే కాదు, అది మన సంస్కృతి, సంప్రదాయాలు, ఆచార వ్యవహారాలకు ప్రాణం. తల్లి ఎంత పవిత్రమో, మాతృభాష కూడా అంతే పవిత్రం. తెలుగు భాషను కాపాడటం అంటే మన అస్తిత్వాన్ని కాపాడుకున్నట్టే. మాతృభాషలో విద్యాభ్యాసం చేస్తే సృజనాత్మకత, ఆత్మవిశ్వాసం పెరుగుతాయని ప్రపంచవ్యాప్తంగా జరిగిన అనేక అధ్యయనాలు నిరూపించాయి.

ఉర్దూ గజల్స్‌ను తెలుగు భాషకు అన్వయించి సంచలనాత్మక ప్రయోగాలు చేయడమే కాకుండా, 125 ప్రపంచ భాషల్లో గాంధీజీ సందేశాన్ని వినిపించి, మూడు గిన్నిస్ వరల్డ్ రికార్డ్స్‌తో పాటు నాలుగు అంతర్జాతీయ రికార్డులను సాధించిన శ్రీ గజల్ శ్రీనివాస్ గారు తెలుగు భాషకు గర్వకారణం. రాష్ట్ర విభజన అనంతరం మూతపడ్డ ఆంధ్ర సారస్వత పరిషత్తును పునఃప్రారంభించి, ప్రపంచవ్యాప్తంగా ఉన్న తెలుగు వారిని ఏకం చేస్తూ ప్రపంచ తెలుగు మహాసభలను నిర్వహించడం అభినందనీయం.

ఇంగ్లీష్ మాధ్యమం గొప్పదనే భావన నుంచి బయటికి వచ్చి, ముందు మాతృభాషలో పట్టు సాధిస్తే ప్రపంచంలోని ఏ భాషనైనా అవలీలగా నేర్చుకోవచ్చు. తెలుగు మీడియంలో చదివి కూడా దేశంలోనే కాదు, ప్రపంచవ్యాప్తంగా అత్యున్నత స్థానాల్లో ఉన్న అనేక నాయకులు, శాస్త్రవేత్తలు, పారిశ్రామికవేత్తలు ఇందుకు సాక్ష్యం. విద్యార్థులు చదువుతో పాటు సమకాలీన పరిణామాలు, శాస్త్రసాంకేతిక పురోగతిపై అవగాహన పెంచుకొని, రాష్ట్రం-దేశ అభివృద్ధిలో భాగస్వాములు కావాలి.

ఇలాంటి కార్యక్రమాలు తెలుగు భాష భవిష్యత్తుకు బలమైన పునాది వేస్తాయి. ఈ కార్యక్రమాన్ని విజయవంతంగా నిర్వహించిన నిర్వాహకులను అభినందనలు.
