The Center for Health, Human Rights and Development (CEHURD) has undertaken a comprehensive review of the Sovereignty Bill 2026, focusing on the role of external financing in supporting the Human Capital Development Programme, particularly the health sub-programme.
As the role of civil society in defending the rights and interests of the most vulnerable cannot be overlooked, through legal support, policy and legislative reforms, raising awareness on the rights and responsibilities of both citizens and the State, and advocating for an inclusive and progressive society, it was important to convene Civil Society Organizations to examine the implications of the Bill.
Together, we assessed its proposed restrictions on NGO financing frameworks and their potential impact on health systems, human capital development, and Ugandaโs broader national development goals.

On #InternationalWomensDay (8 March), we celebrate the leadership, resilience, and contributions of women to families, communities, and national development, while acknowledging the persistent barriers they face.
In Uganda, women continue to bear a disproportionate burden of health and social inequalities. The country still records high maternal mortality, and nearly one in three women experiences sexual and gender-based violence in her lifetime.
Women also shoulder a growing burden of mental health challenges, communicable diseases such as HIV, and rising non-communicable diseases that affect their overall wellbeing.
Strengthening community awareness, improving access to quality health services, and ensuring accountability remain critical to advancing health equity, dignity, and justice for all women.

We are concerned about the recent expansion of The Global Gag Rule (The Mexico City Policy), The Project 2025, and related funding cuts, which have silenced vital community-led programs have been silenced, and systematically excluded grassroots individuals and community-led organizations.
In this statement we also iterate that, Treating HIV and abortion as isolated issues fragments care, fuels preventable deaths and exacerbates health inequities. Policies that force organizations to choose between providing HIV services and advocating for abortion rights are therefore not only unethical but also detrimental to public health.
