@twauorg@GuntherEagleman Not strictly true tariffs could pay off the debt if that revenue is explicitly redirected to paying off the international debt instead of domestic uses. I don’t know how tariff revenue is being distributed at the moment.
@twauorg@GuntherEagleman Tariffs don’t even have an impact on international debt balance. Tariffs are a tax on the importer in America on imported goods. They are not paid by the other country so wouldn’t offset the outgoing debt balance.

That’s passed on to the merchant for failing to obtain an auth for the large tip amount above that threshold. The rules are publicly available by VISA and Mastercard.

In Australia we do the authorisation inclusive of the tip it’s called pay at table. Terminal is brought to the table for card entry.

Can’t draw a charge if you’re not in a legal guarding position doesn’t matter how significant the contact unless it escalated to dangerous and flagrant foul territory putting defender at risk.
