Last week, HUD published a proposed rule in the Federal Register that would update the definition of a manufactured home and support innovative opportunities for multi-story manufactured housing.

Under the proposed rule, HUD would revise the definition of a manufactured home contained in the Manufactured Home Construction and Safety Standards, commonly known as the HUD Code, to allow upper floor sections to be transported and constructed without a permanent chassis.

The proposed expanded definition would support multi-story construction of manufactured homes and empower manufacturers with greater flexibility to design and construct homes to meet growing consumer demand while lowering production costs.

More than 20 million people throughout the nation reside in manufactured homes, and the manufactured home industry employs tens of thousands of Americans nationwide.

In Collin County, TX, where waves of H-1B workers drove home prices to record highs, values are down nearly 9% per Redfin. Home prices declined year-over-year in 14 of the top 20 urban areas with the highest illegal migrant populations. The data proves it: excess foreign demand from mass migration was inflating American home prices.

Now, Congress should build on that with a third policy tool: a 15% foreign buyer excise tax that provides further relief, generates revenue, and puts American homeownership first. @AFPI has the blueprint.
