As a South Korean, I take Russia’s war, China’s military threats, and North Korea’s constant threats of war very seriously. All of them pose real challenges to international peace and to the liberal security order. For our own safety, international security cooperation is not optional. It is necessary.
Recently, President Lee Jae-myung said that South Korea would take measures against Ukraine after a dispute over remarks concerning North Korean POWs. I find that difficult to understand. An informal verbal understanding is not the same thing as a binding public agreement, and I do not understand why a reference made publicly at the UN, in the context of protecting the safety of North Korean prisoners, should provoke such an angry response.
North Korea’s deployment of troops to support Russia is no longer new. At the same time, North Korea has been gaining military experience and technology, including in drone warfare.
That is exactly why cooperation with Ukraine matters to South Korea.
Ukraine has accumulated enormous real-world experience in defending against Russian drones, missiles, electronic warfare and battlefield tactics. If South Korea can provide meaningful economic and reconstruction support to Ukraine, Ukraine in turn can share knowledge that may directly help us prepare for North Korean drone and military threats.
Supporting Ukraine’s defense is not charity. It is not a handout. It can be a form of strategic security cooperation that strengthens our own defense as well.
Yet some supporters of the current government talk as if Europe should simply fight its own war and Ukraine should surrender to Russia. I fundamentally disagree with that view.
I want a peaceful world. I believe the United States, Europe and other democratic partners still play an important role in maintaining that peace. Whatever criticisms people may have of Western countries historically, the current war in Ukraine was launched by Russia. Today, the states openly threatening their neighbors with invasion or military force include Russia, North Korea and China.
If South Korea wants peace, we need to be clear-eyed about where the actual military threats come from. Peace does not come from pretending that every side is equally responsible. It comes from deterrence, strong alliances, and cooperation among countries that have a shared interest in preventing aggression.

Sadly, this is a pretty common view among Koreans.
Up until the previous administration, South Korea tried to make more balanced choices by taking into account its relationships with Russia, Ukraine, and Europe as well as the realities of the Russia-Ukraine conflict.
But under the current government, and among a lot of the Korean public, the attitude seems to be: Russia is economically useful to us, while the EU and Ukraine are not, so the war is basically their problem and somehow their own fault.
That’s the shift in perception I find most troubling.

I completely agree with your view. South Korea’s exports to Russia account for only about 1.5% of its total exports, while exports to Europe account for around 9.9%. Even at present, South Korea exports far more to Europe than to Russia, and as Russia’s economy deteriorates, there will be even less reason for South Korea to regard Russia as an important trade partner.
One reason many Koreans tend to view Russia positively is that, among the three major countries neighboring Korea—China, Japan, and Russia—Russia’s capital is geographically the farthest away, making the country feel relatively detached from Korea’s immediate strategic interests. At the same time, Russia has had practical reasons to present itself as friendly toward South Korea, including its interest in using South Korea’s globally competitive ports as transit and logistics hubs for the Russian Far East. It is unfortunate that many Koreans have mistaken this strategic friendliness for genuine affection.
In my view, what many Koreans interpret as Russian goodwill is actually based largely on Russia’s own unilateral and pragmatic interests. Rather than genuine goodwill, I think it is closer to a form of diplomatic gaslighting: portraying a relationship driven primarily by Russia’s own strategic and economic interests as if it were evidence of some special friendship or affection toward South Korea.
I recently got into an argument with a Korean who, in my view, fundamentally misunderstands the Russia–Ukraine war. He sees it simply as a war between Russia and Ukraine and argues that, for Ukraine to actually “win,” it would have to occupy Moscow.
According to him, only then could Ukraine and the EU hold Russia responsible for the war and force it to pay reparations. Since he believes Ukraine and Europe lack the military capability to defeat Russia in that sense, he expects the war to eventually end with a negotiated settlement and some form of ceasefire line, with both sides effectively agreeing to respect each other’s sovereignty.
I question that entire premise. Victory in a war does not necessarily mean occupying the enemy’s capital. What matters is whether Russia retains the ability to continue the war. If Russia reaches a point where it no longer has sufficient manpower to sustain military operations, lacks the resources needed to replenish its weapons, and can no longer continue the war on viable terms, then it would eventually have to seek an end to the conflict. The outcome would ultimately be determined through a settlement accepted by Ukraine, Europe, and Russia—not by whether Ukrainian troops physically enter Moscow.
He also argues that Europe has no practical means of forcing Russia to pay meaningful reparations. But Europe has already frozen Russian central-bank assets and is using proceeds connected to those assets to support Ukraine. Those assets and other financial measures can form part of a much broader mechanism for financing Ukraine’s reconstruction.
More importantly, Russia cannot simply assume that it can refuse reparations without consequences. Russia itself has suffered enormous human and material losses and will eventually face the need for economic reconstruction. If it cannot reach an acceptable settlement with Europe, European countries can continue restricting Russian access to capital, investment, technology, and financial markets. With both Europe and the United States maintaining economic pressure, the incentives for large-scale foreign investment in Russia would remain extremely limited.
In that sense, reparations do not have to mean Russia voluntarily writing Ukraine a check out of goodwill. Europe possesses substantial financial and economic leverage. Russia may ultimately have to accept that part of the economic gains it hopes to obtain from postwar normalization and reconstruction will instead be used to compensate Ukraine for the consequences of its invasion.
He repeatedly avoided addressing these points and simply continued the argument without answering the underlying questions.
At that point, I concluded that continuing the discussion was pointless and blocked him.

이미 그래서 유럽 내에 예치된 러시아의 은행 자산들 동결돼서 우크라이나 전쟁 배상으로 쓰인다고 말하고, 분계선이 그이는 경우는 러시아가 배째라 개기는 경우인데 그러기엔 경제 개박살이 나서 더이상 수행할 수가 없다는 거임.
러시아가 전쟁 유지하기 위해 쓸 수 있는 경제 정책들 다 갈겨도 전쟁 전에 비해 뚜렷하게 성장이 둔화됐고 인구는 갈리고 에너지 시설은 항복 안하면 드론으로 계속 갈아버릴건데, 그런 러시아랑 협력해서 얻는 이유가 뭐냐고요.
빚보다 돈값 이상을 하셨다 했는데, 갚아야 할 돈을 무기로 갚은 것일 뿐입니다.
그리고 그 돈값, 소련제 무기를 해체하고 한국이 자국의 무기 개발의 수단으로 써서 결과적으로 도움이 된 거지, 소련한테 떼인 돈 때문에 재정 상황은 97년 IMF때 톡톡히 치뤘습니다.
러시아가 안 갚고 배 째면 어떡하냐? 라고 하진 않으시겠지만, 그래서 한국이 러우전에 대해서 우크라, 유럽, 미국, 일본의 편에 서서 떼인 돈 아득바득 다 받아내야 하는 겁니다.
먼저 설명드립니다.
1. 우크라이나 전쟁의 지원은 실리적 관계로 봤을 때 '우크라이나' 단일국과의 관계 개선 문제로만 볼 것이 아니라, 유럽과 우크라이나, 그리고 러시아가 끼어져 있는 대륙간 전쟁에 가깝습니다.
2. 유럽은 이미 우크라이나 전쟁의 지원액이 미국의 3배에 달합니다. 이를 우크라이나에 청구한다는 생각보다는 이미 유럽 자체가 해당 지원액을 러시아에게 배상금 명목으로 뜯어낼 생각을 하고 있어요. 러시아 중앙은행 자산부터 러시아 내 자산을 선제적으로 동결한 이유 역시 이것입니다.
3. 한국과 EU는 이미 유럽의 안보와 아시아의 안보가 무관하지 않다고 2022년부터 올해까지 계속해서 공식적으로 합의했습니다. 그래서 러시아가 일으킨 전쟁에 대해 공식적 규탄하고 우크라를 지원하는 이유가 단순 우크라가 불쌍하고 러시아가 나쁘다는 이유로 하는게 아니라, 유럽과의 관계 강화를 목적으로 두고 있다는 뜻입니다.
4. 전쟁은 어느 방향이든 종결해야겠지만, 전쟁에 대한 피해를 누가 배상해야 할건지 역시 확정적입니다. 만약 러시아가 우크라를 뚫고 유럽까지 총공세를 가해서 이긴다면 그건 또 별개의 문제로 봐야겠지만, 현재 러시아의 전쟁 수행 능력 자체를 봤을 때 유럽과 우크라이나에 유리해 보입니다. 그러면 러시아가 소기의 목적을 달성하지 못하고, 우크라+유럽+미국 합의를 할 때 유럽과 미국이 러시아의 자원을 가만 놔둘까요?
5. 여기에서, 유럽과 미국이 지원하는 우크라를 지원함과 동시에 그 적국인 러시아와의 관계를 고려해야 한다는 것은 차후 전쟁배상 문제에서 러시아에게 한국이 요구할 권리가 없다는 뜻이며, 동시에 러시아와 우호적인 관계를 맺는 한국이 러시아의 전쟁배상을 공동으로 부담할 가능성도 배제할 수 없어보입니다.
