At the official opening of the 44th Pan-African Postal Union (PAPU) Administrative Council in Kampala, the Permanent Secretary of the Ministry of ICT & National Guidance, Dr. Aminah Zawedde (@azawedde), welcomed delegates to Uganda, highlighting our pride in hosting Africa’s postal leadership.
Dr. Zawedde emphasized the role of the Council as the “steering system” of PAPU, guiding the Union’s work between Plenipotentiary Conferences and ensuring continuity in Africa’s postal development agenda.
She reflected on the evolving postal sector, appreciating that modern postal networks now support e-commerce, digital trade, logistics, and last-mile connectivity, making them essential national and continental assets.
Uganda’s active participation & leadership, including its representation through the Assistant Secretary General of PAPU, Mrs. Jessica Hope Ssengooba (@hope_ssengooba), demonstrates the country’s commitment to regional and global postal governance, modernization, and digital transformation, she said.
Dr. Zawedde also highlighted the postal network’s unique role in supporting national digital initiatives, financial inclusion, cross-border trade, and access to government services, particularly in rural areas.
Concluding her address, Dr. Zawedde reiterated Uganda’s commitment to strengthening Africa’s postal sector, expressing confidence that the Council’s deliberations would advance modernization, cooperation, and sustainable development across the continent.

This week, Uganda hosts the 11th Ordinary Session of the Pan-African Postal Union Plenipotentiary Conference 2026.
This conference is the highest decision-making gathering for the Pan African Postal Union, the African Union's specialised agency for the development of postal services in Africa.
While 'postal services' may sound ordinary, behind every parcel or online order delivered to your home is a complex network connecting people, businesses, and governments both locally & across borders.
As the world moves deeper into the digital economy, these networks have become even more important. They now support e-commerce, financial inclusion, cross-border trade, and the movement of goods for small businesses trying to reach regional and global markets.
Delegates are in Kampala to discuss how Africa can modernise its postal systems, strengthen logistics networks, harmonise regulations, and ensure that the continent’s postal infrastructure supports economic growth and integration.
For Uganda, hosting this conference is both a privilege and a testament to the trust of fellow African nations.
For the continent, it is another step in the long journey of building systems that connect Africans to each other and to the world.

While speaking at the opening of the 11th Ordinary Session of the Pan African Postal Union Plenipotentiary Conference Technical Committee Meetings, the Managing Director of Posta Uganda, Mr. James Arinaitwe, reminded delegates that Africa’s postal sector is operating in a rapidly changing digital economy.
He pointed to countries where electronic commerce is already advancing at speed and noted that Africa must not hesitate in embracing innovation. E-commerce, he emphasized, is not a distant idea anymore. It is shaping how goods move and how businesses grow.
Mr. Arinaitwe stressed that regulation must be firm but enabling. Postal operators require policy environments that support transformation, not restrict it. He also spoke about leadership within PAPU, supporting continuity where progress is visible, while emphasizing that performance must always remain the standard.

IGAD Convenes Regional Validation Workshop on Public Private Partnerships for Digital Transformation
IGAD, with support from the World Bank through the Eastern Africa Regional Digital Integration Project (EARDIP), has convened a regional validation workshop to advance the development of a Regional Public Private Partnerships (PPPs) Framework aimed at accelerating digital transformation across the IGAD region.
The workshop was opened by the Head of IGAD Mission to Kenya, Dr @FatumaIAdan, and participants were welcomed by Dr. @MohyTohami, Director of Economic Cooperation and Regional Integration at IGAD, who outlined the objectives and set the agenda for the meeting.
The three day session, which began yesterday, brings together policymakers, regulators, and PPP focal points to validate key deliverables, including the draft regional PPP framework, documented best practices, and a training manual to strengthen collaboration on connectivity, cybersecurity, innovation, and cross border digital services.
