If we don't achieve hyper-growth in the US, H-1B is a huge problem for the wages and job prospects of native-born American citizens.

If we do achieve hyper-growth, not only does H-1B stop being a problem, it becomes essential for staffing that growth.

The entire dialogue needs to account for whether we actually achieve growth.
