Residential property value and commercial property value differ tremendously, if they proposed buying the land for residential use they may have gotten it substantially cheaper than if they planned on commercial use.

What happened, why was the bid not in a sealed envelope and opened and read out loud on the opening day if the bid was in on time? Someone messed up under pressure I think.
