But agency is of a different quality from intelligence. There's not much sense worrying about how to get intelligence, because intelligence is immutable. You can't increase it by reading books. The only way it changes is brain damage.
Agency is a skill.
It can be learned.
And the most important thing about it is that it's hard to learn as an adult, but easy to teach to children if you set up the right environment.
