Maj Gen Wilberforce Serukuma Karate, the 4th Infantry Division Commander, has expressed frustration over the failure of most residents of Gulu City to participate in the National Cleaning Day exercise, noting that no one should be forced to keep his or her environment clean.

Maj Gen Serukuma said that despite the fact that many of the residents are aware of the exercise, the majority choose to stay and watch.

@AKasingye @OPMUganda The idea per se is good but the implementation was and continues to be woeful. The energy used in forcing and humiliating people to pick up litter, should be used to stop the littering the first place.

The worst is the training bit.
You find the monsters being operated by twenty-something-year-olds who want to swing them around like they're swinging around in Subarus!

Have you asked yourself where did the operators come from? How were they licensed? Most of those drivers had C1 Group license for operating 7-ton (and below) Tipper dump trucks. These ones here are 30+ ton and require Group CE. To upgrade, one has to undergo a rigorous training and testing. But us being Negroes, you just need a ka 200k for the @PoliceUg and IOV and boom, you have upgraded. Then the second issue is mechanical inspection. Huge trucks like that, in developed countries, undergo vigorous inspection due to the scale of their impacts if things go wrong. Again, us being Negros, thats a non issue. We find it sexier to demonise "Chinese" products. Easy for our few-lazy brain cells.

Being dual-carriage way that shouldn't stop designating stopping areas and marking them properly. We need to move away from matatu culture. Can these bus operators be properly uniformed?
