A statutory % of US tariff receipts (25–50% range: meaningful per-citizen check (~$340–$675/yr at current receipts) carved out at collection, paid quarterly to every citizen, unspent balances earn CD rates. Funded by new revenue, not displaced revenue. No equity stakes. No new bureaucracy.
