@TheToneWill@Sandford_Police Yes. First, while the driver is standing on the pavement, he is a pedestrian. Riding a bike on the pavement - offense. Second, the cyclist insulted him on the way past - offense. Third, the cyclist developed road rage and attempted to use his bike as a weapon - offense.
