We simply cannot reach 2% GDP without dramatic changes & risk acceptance. Our model requires 4 seperate ministries to spend >$100M. This insanity has to end or outcomes won't change.
If you're paying attention, now would be the time for Treasury Board, PSPC, ISED & even DND to stop fucking around and urgently procure military equipment & invest in domestic ammo production.

Screaming into the abyss that huge improvements to defence spending could be made with the stroke of a pen:
-Change the minor capital project threshold from $10 to $100M
-Change DND's contract authority from $5 to $100M to match the MND's $100M expenditure initiation authority
The challenge here is that Canada's defence procurement system is so broken & risk adverse that the only way we'll be able to increase spending is on salaries, operating expenses, travel & professional services. Watch - we'll double the budget without buying a single capability.
It took the US over 10 years to take out Osama bin Laden.
