The tragedy of Jammu and Kashmir is a pertinent example. For almost eight decades, the Kashmiri people have waited for the implementation of more than a dozen Security Council resolutions recognizing their right to determine their own future through a free and impartial plebiscite under UN auspices – that is self-determination.

Let there be no ambiguity. These resolutions are solemn commitments of the international community and binding obligations under the Charter, yet remain unfulfilled due to non-implementation.

And this non-implementation means: a major international dispute that remains unresolved, with consequences for international peace and security, and prolonged human suffering of the Kashmiri people.
