If you respect about user privacy. Then you should allow this app to be in users local device and muse should only act as a orchestrator as a service for all services and security role for protecting user privacy.
Allowing the kernel to be aware and that it knows when to get user permission to proceed itself is something to me a layer that’s not in control of user to design/control. The kernel should not be in authority to decide and request user permission.
