We applaud the passage of the 21st Century ROAD to Housing Act. This Act would remove artificial constraints on housing supply and overhaul zoning rules from a hundred years ago, which have pushed homeownership out of reach for millions of Americans.

The House of Representatives has passed the amended 21st Century ROAD to Housing Act by a margin of 396-13. This package includes major wins for the American people, focused on spurring housing production and lowering the cost of living for every American.
Provisions such as section 107, "The Housing Supply Frameworks Act," would direct HUD to update this model with the explicit goal of helping states and cities increase homebuilding and lower housing costs for everyday Americans.
We are happy to see its advancement, and we look forward to Congress completing this critical work in addressing our country's housing stock shortage.
Yesterday, the House of Representatives released its final amended version of the 21st Century ROAD to Housing Act.
While our @NiskanenCenter housing/transportation team is happy to support this bipartisan effort to address our nation’s housing supply needs, we are saddened to see the last minute exclusion of the Build Now Act!
This bill, introduced by @SenJohnKennedy and @SenWarren, and sponsored in the House by @RepLisaMcClain and Rep. @jahimes is an innovative approach to our federal government incentivizing much needed change to restrictive state and local housing policies.
The bill:
-Establishes a first-of-its-kind pilot program that ties federal block grants to housing growth through the Community Development Block Grant (CDBG) Program
-Applies a fiscal incentive to highest-cost jurisdictions
-Leaves the existing CDBG structure unchanged for the majority of communities
The 21st Century ROAD to Housing Act is the significant first step many Americans have long sought from their federal government. We look forward to working with members in both chambers, and on both sides of the aisle, to ensure the further inclusion and passage of Section 205, while also ensuring this package is in the strongest position possible before reaching @POTUS’s desk.

The event titled “Surface Transportation Reauthorization: Aligning Transportation Dollars and Housing Supply” served as our new team’s official launch! The two part event held a fireside chat with Congressman @RepScottPeters (D-CA-50)—lead sponsor of the Build More Housing Near Transit Act—and Niskanen’s housing policy analyst, @AWJustus. The second part included an expert panel of some of our most brilliant transportation and housing minds who discussed the need to focus federal policy on the intersection between transportation dollars, housing supply, and economic and social opportunity!
