25 gets paid to the bank, not 23.

They gave him 23,000 credit for the trade in.

He still owes the previous lender 25,000.

When they issue the new loan, 25,000 needs to go to the previous lender, that's why it's added back on the total.

This man did not get screwed whatsoever, nobody forced him to buy a $90,000 SUV when he still owed 25k on the last.

They did apply it, but because he still owes $25,000 to the other bank, it needs to be paid out as part of this transaction.

It's pretty simple math: subtract 23,000 (trade in value) add 25,000 (outstanding loan that needs to be paid) yea, he got 2000 less than what he owed... and the bank he owes needs to be paid in order to release the vehicle lein. It's all on the up and up.

Just a very dumb financial decision.
