2. Who's going to train them?
3. What rules and regulation binds them? In which constitution is it written?
4. Will they be armed? How will the ammunitions be accounted for
5. What is the scope and limit of their operations and jurisdictions?
If all these and more are not defined, it will lead to chaos.

Today is another day to remind you that the bald eagle shouldn't be found in your logo. An organization's logo should reflect their strength and objectives.
The bald eagle that's currently featured on your logo is not an African bird. It is not found in Nigeria. It is also an opportunistic scavenger and fish eater. Meanwhile, the martial eagle we have in Nigeria is a ferocious hunter that actively hunts aggressive and heavy prey including hyraxes, small jackals, monitor lizards, domestic livestock, and young antelopes weighing considerably more than itself.
The bald eagle doesn't have much going for it beyond American PR. It is comparatively weak and sounds like a weak chicken.
