The syndicate involves some rogue karaos who strategically stop vehicles mainly on roundabouts even during rush hour. This allows the hawkers ample time to sell their goods to the drivers and passengers.

In return, the hawkers will check the vehicles for insurance stickers as they move around on between cars and check whether the insurance premium is expired. If expired, the hawker notes down the car and passes the information to the karaos managing traffic. The cops will then arrest you and you will be there wondering how they were specific to your car and not others.

Its a symbiotic relationship common along Uhuru highway and major city roads.
