Upgrading from Local 6.7.2 to 9.2.9 caused all my sites to break and throw a MySQL connection error when trying to start (not a big surprise given it is a jump of 3 major versions). Here's the fix:

Lenovo ThinkPad USB-C docking station (type 40AF)... Was working fine for over two years, but suddenly started randomly disconnecting. I assumed a hardware issue, so I initially ignored cookie-cutter advice to update the drivers and firmware. But that actually fixed it🤔
