Yesterday, the communal Manipur Police Commondos burned down many houses and vehicles belonging to d kuki-Zo community of Sinam Village Tengnoupal District. The villagers also informed me that the CDO looted 2 lakhs cash belonging to the village church.

The Indigenous Tribal Leaders' Forum (ITLF) and the Kuki-Zo tribals express deep disappointment with Home Minister Amit Shah for his remarks in the Lok Sabha on Wednesday regarding the ethnic conflict in Manipur.

Rather than the refugee issue, these are the main causes of the violence:

1. The unreasonable demand for Scheduled Tribe status by the majority community (Meitei population ~53%, Kuki-Zo population ~16%). Meiteis are already an advanced community enjoying Scheduled Caste and OBC reservations, who are economically and politically dominant (40 MLA out of 60 State Assembly Seats), and 90% of the State budget are always allocated to Valley Districts. Manipuri is one of the 22 official languages of India.

2. The Meitei-centric government's notification on forest reserves that threatens to dispossess indigeneous tribals of their ancestral lands.

3. Forceful eviction of indigeneous tribal villagers, destruction of tribal settlements, place of worship & settlements in the valley as well as hill districts using State Police.

4. Perpetual vilification of tribals by the communal Chief Minister, MP and radical Meitei intellectuals over many years.

5. Deny and denial of access to all economic and infrastructural progress to the Hill Districts. Imphal West District - Most developed district in NE India. Thoubal District & Imphal East District are 6th and 11th while Ukhrul, Tamenglong, Lamka (formerly CCPur) and Chandel are at 68th, 75th, 76th and 78th ranks respectively. Amidst the disturbing violence and ethnic cleansing in Manipur, it is crucial to address the situation accurately. The Centre has a responsibility to intervene but the primary culpability rests with the state government. A big question to ponder:

4 arrested UNLF cadres released on 19 June, 2023.
12 arrested KYKL cadres released on 24 June, 2023.

Is this simply because of fearing repulsion from the women-led mob? Or, do the Home Ministry @AmitShah or CM @NBirenSingh directed the Para Military Forces to stand down? Or, is it because Central Forces have limited power to do their duty due to withdrawal of AFSPA.

In both cases, this is a security threat to our own Indian citizens as well as a national security threat. Ironically, they are listed as terrorist organisations under UAPA by MHA, GoI.
