The NSA under the BJP is being illegally used to suppress worker protests.

The National Security Act is one of those laws whose very invocation is proof that the target has broken no laws under which they can be charged!

Organising workers to build unions and strike or protest for better wages and living conditions and even for a wider political transformation in which working people have more power and rights is a perfectly legal activity under the Constitution.

Satyam Verma has not broken any law for which he can actually be charged and thus arrested with any degree of credibility. But what does it matter when the State invokes NSA and gets to lock him up anyway, for a year or more.
