I was unaware that that data could be shared with private companies,nsuch as banks or towing agents, or that banks could send information regarding financial delinquency to the flock database as a reason to flag. That doesn't seem to be for crime reduction or police use. Not that I condone this woman not paying her bills, but I don't like the implications there.
