Where we are it's tight but we can still park on site 95+% of the time. Significantly lower patient turnover than the JR though so likely less competitive/dynamic.

If *nobody* paid charges, the general public would exploit it to the extent that staff, patients, and visitors would not be able to park at the hospital.
