When Paul says Christ died for all, he means it. Same “all” that died in Adam is made alive in Christ. Judgment doesn’t cancel that, it accomplishes it.

The Gospel of Christ Jesus is about the universal destruction of death, sin, and satan's dominance over humanity. With a human being sitting on the throne of God Most High, the Son of Man is crowned King over all of creation.
In Paul's letters, Death isn't just a natural action people experience but also an entity with its own domain and kingship. To be aligned with Sin (another emergent entity) is to be aligned against God and life. Before Christ, all humanity was under the kingship of Death.
The accuser (ha-satan) gave a legal testimony that no human was righteous enough to be with God and in the heavens, therefore they were subject to the kingship of death. This was the role of "Satan" before he was cast out at the cross.
