Otto Brautigam’s Oct 25, 1942 memorandum: "[We] treat the peoples of the occupied Eastern territories as second-class whites, who apparently have only the task of serving as slaves for Germany and Europe."

This is from Rosenberg's Ostministerium, and is a record of how Ukrainians in particular welcomed the Germans as liberators from Bolshevism. But within months of occupation it was clear they were being kept alive as disposable slave labor. Brautigam doesn't even disagree with their take, his only opposition is that it was hurting the German war effort.
