The Kremlin's disinformation operation: Good Old USA Project and its plot to “To secure victory for [Donald Trump],”
The FBI affidavit reveals that Russia maintains an active list of 2,800 influencers and collaborators, with at least 600 based in the U.S. These collaborators include actors, politicians, media representatives, activists, and clergymen, all of whom are monitored or potentially engaged to spread pro-Russian disinformation, narratives, and propaganda.
Russian operative Ilya Gambashidze and his Social Design Agency developed the "Good Old USA Project," a disinformation campaign aimed at swaying the 2024 U.S. presidential election in favor of Donald Trump. The U.S. Justice Department identified the agency as a key part of the Kremlin-backed "Doppelganger" campaign, which used AI-generated content and fake websites imitating reputable news outlets like The Washington Post and Fox Business to disseminate pro-Russian narratives. The French government first linked the Doppelganger campaign to the Kremlin in 2023.
Russia exploited divisions within U.S. society, using racism, misogyny, and far-right conspiracies to target supporters of Donald Trump, particularly the MAGA movement.: MAGA. Court documents reveal that the operation targets included residents of swing states, American Jews, “US citizens of Hispanic descent,” and the “community of American gamers, users of Reddit and image boards, such as 4chan.” Russia described gamers and chatroom users as the "backbone of the right-wing trends in the US segment of the Internet.” The Trump campaign has aligned with several of the most influential figures within these communities, many of whom regularly promote misogynistic rhetoric.
Gambashidze wrote: “They are afraid of losing the American way of life and the ‘American dream,’” “These sentiments should be exploited in the course of an information campaign in/for the United States.” The operation promoted racist and conspiratorial claims, suggesting that Republicans were “victims of discrimination by people of color.” It further asserted that white middle-class USians were being unfairly burdened by high inflation and rising prices, while “unemployed people of color end up being privileged groups within the population.” The goal according to the campaign is: “To secure victory for [Donald Trump],”
To spread their narrative, the plan called for the creation of social media channels that shared pro-Trump content as well as other viral videos (“music, humor, beautiful girls etc,”) in order to appear at the top of search results for “US elections.” Meanwhile, they used Facebook, Twitter, and Reddit to create community groups of Trump supporters (MAGA) to help distribute the propaganda and disinformation. They also used targeted ads on Facebook to not only promote their narrative but also to gain valuable insight into what messages were sticking and which were falling flat. They wrote: “Targeted advertising in Facebook allows tracking reactions of users to the distributed material in real time and directing the psychological response group to contribute to comments thereof,” “With the help of a network of bots the psychological response group moderates top discussions and adjusts further launches depending on which group was affected the most.”
n addition to securing Trump's election, the campaign’s secondary goals included increasing the percentage of Americans who believed the U.S. was doing too much to aid Ukraine to 51 percent and reducing confidence in President Joe Biden to 29 percent. The plan detailed how the Doppelganger campaign would create “sleeper cells” on social media platforms in each swing state, which would, “at the right moment, upon gaining momentum,” influence public opinion by distributing false stories disguised as legitimate news. Probable examples of such disinformation include fabricated claims like "Violent illegal immigrant Venezuelan gangs taking over Colorado" or "Ukraine killed Russian civilians in Kursk," which were spread by pro-Trump and anti-Ukraine influencers between August and September 2024.
The operation's "project office" consists of four teams, including one focused on monitoring GOP lawmakers' social media posts to generate content ideas. These topics are refined into four to five key issues and eight to 10 posts, along with 40-60 comments for bot networks. Another team, the “manga editorial office,” produces three to four images, including memes, daily, while a video team creates three to four videos each day. The aim is to blend fake news with realistic information and repeatedly claim that official media won’t cover the truth.
One of the campaign’s key strategies involved working with influencers who shared traditional values and supported the "peace with Russia" narrative. According to the Good Old USA project document, these influencers were described as “proponents of traditional values, who stand up for ending the war in Ukraine and peaceful relations between the U.S. and Russia, and who are ready to get involved in the promotion of the project narratives.” The FBI affidavit reveals that Russia had compiled a list of over 2,800 influencers globally, with approximately 600 based in the U.S. These potential collaborators included actors, politicians, media representatives, activists, and clergymen, who were considered essential to spreading disinformation.
In addition, a separate list of "anti-influencers" tracked individuals who posted content contrary to Russian objectives. According to the FBI, “anti-influencer” refers to accounts that SDA / Kremlin viewed as opposing Russian interests. In a meeting with Russian government officials, Gambashidze emphasized the importance of influencers to the campaign, stating: “We need influencers! A lot of them and everywhere. We are ready to wine and dine them.”
The Good Old USA plan openly admits that “none of the significant American politicians can be considered pro-Russian or pro-Putin,” and so rather than focus its efforts on trying to convince people that Russia is great, the plan called for promoting the idea that the US should be focusing its resources less on Ukraine and more on domestic issues, such as rising inflation and high gas prices.“It makes sense for Russia to put a maximum effort to ensure that the Republican Party’s point of view (first and foremost, the opinion of Trump supporters) wins over the US public opinion,” “This includes provisions on peace in Ukraine in exchange for territories, the need to focus on the problems of the US economy, returning troops home from all over the world, etc.”
Top Russian officials, including President Vladimir Putin were involved in the operation. Records reveal the plan was discussed at the highest levels of the Russian government, with Sergei Kiriyenko, the first deputy chief of staff of the presidential executive office, playing a key role. The notes show President Vladimir Putin was being updated on the campaign.
