Around 2,500 Kashmiri youth have reportedly been picked up in the last few days. As the country welcomes the Government of India’s decision to withdraw cases against student protesters elsewhere, one question remains: why is the same compassion denied to Kashmir’s youth?

If reconciliation is the right path for young people in the rest of the country, why is it considered the wrong path for Kashmir? Applying one standard to the rest of India and another to Kashmir sends a dangerous message and risks deepening alienation.

राष्ट्रीय राजधानी में पहली बार सुरक्षा बलों द्वारा आम नागरिकों पर पैलेट गन और शॉक बैटन इस्तेमाल किए जाने का मामला सामने आया।
डॉक्टरों के अनुसार पीड़ित के आंखों के नीचे फंसे पैलेट निकाल दिए गए हैं, लेकिन गर्दन में फंसा एक पैलेट निकालने के लिए दूसरी सर्जरी करनी पड़ सकती है। पुलिस ने इन आरोपों को खारिज करते हुए रिपोर्ट को 'झूठा' बताया है।
सोमवार को संसद मार्च के दौरान पुलिस कार्रवाई में घायल हुए लगभग 80 प्रदर्शनकारियों में से कम-से-कम एक व्यक्ति को पैलेट गन से चोट लगी है। यह जानकारी लेडी हार्डिंग मेडिकल कॉलेज के एक सूत्र ने दी, जहां उसका इलाज चल रहा है।
घायल प्रदर्शनकारी की पहचान शेख इरशाद मंसूरी (25) के रूप में हुई है। उनके एक मित्र ने द हिंदू को बताया कि मंसूरी को पालीका बाज़ार के पास रैपिड एक्शन फोर्स (RAF) की वर्दी पहने एक जवान ने निशाना बनाया।
यदि यह दावा सही है, तो दिल्ली में आम नागरिकों पर सुरक्षा बलों द्वारा पैलेट गन के इस्तेमाल का यह पहला ज्ञात मामला होगा। मंगलवार को एक महिला का वीडियो भी सामने आया, जिसमें कथित तौर पर उसे शॉक बैटन से झटका दिया जा रहा था। दिल्ली में शॉक बैटन के इस्तेमाल का भी यह पहला ज्ञात मामला बताया जा रहा है।
पैलेट गन और शॉक बैटन, केंद्रीय रिजर्व पुलिस बल (CRPF) की दंगा-रोधी इकाई RAF के उपकरणों का हिस्सा हैं। सोमवार को जंतर-मंतर और आसपास के इलाकों में केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान के इस्तीफे की मांग को लेकर हुए प्रदर्शन में RAF तैनात थी।
हालांकि CRPF ने कोई टिप्पणी नहीं की, लेकिन सोशल मीडिया पर मंसूरी के घावों का वीडियो साझा होने के बाद नई दिल्ली के पुलिस उपायुक्त ने कहा कि शांतिपूर्ण प्रदर्शनकारियों पर पैलेट गन इस्तेमाल किए जाने के दावे पूरी तरह झूठे और भ्रामक हैं। उन्होंने लोगों से अपील की कि बिना पुष्टि की गई जानकारी साझा न करें और केवल आधिकारिक स्रोतों पर भरोसा करें।
पहले भी हुआ है इस्तेमाल
रिपोर्ट के अनुसार, पैलेट गन का इस्तेमाल इससे पहले 2024 के किसान आंदोलन के दौरान खनौरी और शंभू बॉर्डर पर किए जाने के आरोप लगे थे। 2023 में मणिपुर हिंसा के दौरान भी पैलेट गन के इस्तेमाल से भारी विवाद हुआ था। इससे पहले 2016 में जम्मू-कश्मीर में भी पैलेट गन के इस्तेमाल से कई लोगों की आंखों की रोशनी आंशिक या पूरी तरह चली गई थी।
घायल की हालत
मंगलवार को मंसूरी की सर्जरी कर उनके शरीर के ऊपरी हिस्से में फंसे कई पैलेट निकाल दिए गए। डॉक्टरों के अनुसार, गर्दन में एक पैलेट रक्त वाहिका के बहुत करीब फंसा हुआ है, जिसे अभी नहीं निकाला जा सका है और इसके लिए दूसरी सर्जरी करनी पड़ सकती है।
अस्पताल के एक सूत्र ने बताया कि शाम तक घायलों की संख्या बढ़कर 83 हो गई थी, जिनमें नागरिक और पुलिसकर्मी दोनों शामिल हैं।
एक अन्य प्रदर्शनकारी को भी आंख में चोट लगने के बाद एम्स भेजा गया। डॉक्टरों का अनुमान है कि उसकी चोट भी पैलेट से लगी हो सकती है। वहीं, 15 वर्षीय एक प्रदर्शनकारी को अन्य चोटों के कारण कलावती सरन चिल्ड्रेन हॉस्पिटल में भर्ती कराया गया।
मंगलवार दोपहर केंद्रीय स्वास्थ्य मंत्री जे.पी. नड्डा ने अस्पताल जाकर मंसूरी से मुलाकात की। मंसूरी के एक मित्र के अनुसार, उनके चेहरे और पूरे शरीर पर 30–40 चोटों के निशान हैं। मित्र ने बताया कि नड्डा ने जब पूछा कि वह प्रदर्शन में क्यों आए थे, तो मंसूरी ने जवाब दिया कि "शिक्षा व्यवस्था की समस्याओं" के कारण वह आंदोलन में शामिल हुए।
इसके अलावा, 21 वर्षीय साक्षी नाम की एक महिला, जो पुलिस कार्रवाई में गंभीर रूप से घायल हुई थीं, राम मनोहर लोहिया अस्पताल के आईसीयू में भर्ती हैं। उनके परिवार का कहना है कि उनकी हालत पहले की तुलना में बेहतर है।
