Invest in trained plan reviewers and inspectors, workforce development, and credible evidence on cost, speed, and quality to support market confidence and replication.
Government shouldn't pick winners and losers.
Senate Bill 908 would give special treatment to large, unionized contractors and make it harder for smaller Pennsylvania businesses to compete for public projects.

We are urging the Pennsylvania Senate to oppose SB 908.
Prevailing wage mandates disproportionately burden smaller and nonunion contractors, limiting opportunities for businesses to compete on price, quality, and innovation.
Now is not the time to raise costs across Pennsylvania.
PA SB 908 passed the Labor & Industry committee 11-0.
The bill will gut the modular industry's ability to serve the state's public works market just as the demand and need are at an all-time high.
