The stakes are high and our goals ambitious: building fresh, honest and pragmatic ties with our African partners, building mutually beneficial relationships for the future, inspiring our young people and knowing each other better.
As a French minister born on the African continent and working on development policies in Africa, I will play a full role.

This time five years ago, WHO’s emergency response mechanism for #COVID19 was fully operational, and work was ongoing to assess and respond to reports of pneumonia cases of a then-unknown cause in China. WHO had begun communicating with its Member States on what was known about the cluster of cases.
WHO had started using its social media channels to share initial updates, and on 5 January, WHO shared detailed information with countries through its Event Information System. The event notice advised countries to take precautions to reduce the risk of acute respiratory infections.
On 5 January as well, WHO issued its first Disease Outbreak News (DON) on the situation. DONs are a key tool WHO uses to inform not only national authorities, but also media and the public about disease outbreaks and other public health concerns. They contain WHO’s risk assessment and advice. By the end of January, WHO had issued 4 DONs on COVID-19 before switching to daily situation reports from 21 January onwards.
These early steps—rapid information-sharing, collaboration with countries, and risk assessments—illustrate WHO’s role in detecting and responding to health threats. Lessons in these areas continue to shape global preparedness and response efforts today.
