This is awesome. These fellas build drones they fly into tornadoes for science.
They're part of the OTUS Project, a self-funded effort founded by students in meteorology and engineering. They build custom UAVs and sensor systems to study tornadoes inside and out.
The goal is to protect lives and property. The wind and thermodynamic data they collect feeds into predictive models, sharpens hazard forecasting, and helps make structures more resilient.
WHEN I BECOME PRIME MINISTER IN 2029, EVERY TAXPAYER IN PAKISTAN WILL BECOME A NATION BUILDER, NOT JUST A TAX PAYER.
Today the government takes your money and tells you to trust it.
My government will prove where every rupee went and give every honest taxpayer a stake in Pakistan’s future growth.
TECHNOLOGY MOVEMENT PAKISTAN
THE NATIONAL TAXPAYER OWNERSHIP ACT 2029
SECTION 1 – TAXPAYER OWNERSHIP RIGHTS
Every registered taxpayer shall receive National Citizen Units based on tax compliance and tax contribution.
These units shall not represent ownership of the State of Pakistan.
These units shall represent participation in approved revenue-generating national development projects.
SECTION 2 – ELIGIBLE NATIONAL PROJECTS
Only profit-generating projects may participate, including:
Motorways
Ports
Special Economic Zones
Technology Parks
Solar and Energy Projects
Export Processing Zones
SECTION 3 – NATIONAL TAXPAYER APP
Every taxpayer shall receive access to a public application showing:
Tax paid
Project funded
Contractor selected
Budget allocated
Project completion status
Independent audit reports
Revenue generated
SECTION 4 – DIGITAL PUBLIC LEDGER
All project expenditures, contracts and audits shall be recorded on a tamper-evident national digital ledger protected by cryptographic verification and independent oversight.
SECTION 5 – INDEPENDENT AUDIT AUTHORITY
Every project shall be audited quarterly by independent auditors whose reports shall be publicly available.
SECTION 6 – FRAUD AND CONCEALMENT
Any official concealing public expenditure, falsifying records or manipulating project data shall face removal from office, criminal prosecution and recovery of losses.
SECTION 7 – CITIZEN REWARD MECHANISM
National Citizen Units may receive periodic rewards funded only from profits generated by approved revenue-producing projects.
No rewards shall be funded through borrowing, taxation or public subsidies.
SECTION 8 – PUBLIC ACCOUNTABILITY
Every citizen shall have the right to track, question and challenge public spending through the National Taxpayer App.
EXPLAINED SO A 10 YEAR OLD CHILD CAN UNDERSTAND:
If Pakistan builds a motorway and the motorway earns money from tolls, the people who honestly paid taxes receive Citizen Units.
The child opens an app and can see:
Who built the motorway.
How much it cost.
Whether it was completed.
How much money it earned.
Whether taxpayers received rewards from the profits.
No hidden files.
No secret spending.
No blind trust.
Pay tax.
Track every rupee.
Build the nation.
Share in the success of productive national projects.
Before criticizing this idea, please read it completely and tell me where it is unfair.
If you are a true Pakistani who wants economic growth or an economist, lawyer, bureaucrat, student, teacher, journalist, Chief Minister, Senator, MNA, MPA, taxpayer, I invite you to challenge it, improve it, and tell me what you would change.
In 2029, as I become the Prime Minister of Pakistan, I do not want to spend my first year creating policies, forming committees, or blaming previous governments to divert attention from my Government's performance.
That homework is being done today.
One of those reforms is:
THE PAKISTAN PERFORMANCE DIVIDEND ACT, 2029
Proposed by Technology Movement Pakistan
Imagine a classroom with four students.
One student studies hard, gets top grades, attends every class, helps others, and improves every year.
Another student skips classes, fails exams, damages school property, and makes no effort to improve.
Now imagine the teacher gives both students exactly the same prize.
Most children would immediately say:
"That's unfair."
Today, Pakistan's NFC system distributes money mainly based on population and need.
Need is important.
Population is important.
The Constitution is important.
That is why my proposal does NOT reduce or interfere with a single rupee of any province's constitutional NFC share.
Every province keeps its constitutional rights.
However, there is currently very little reward for measurable performance.
If one province improves schools, hospitals, investment, jobs, transparency, digital governance, and tax collection, while another province does not, should both receive exactly the same incentives forever?
I believe the answer is no.
That is why I propose the Pakistan Performance Dividend System (PPDS).
The principle is simple:
Keep NFC.
Protect Article 160.
Reward Performance.
Every province keeps its constitutional share.
Every province earns its performance share.
For the first time in Pakistan's history, every citizen will be able to open a mobile application called Pakistan Open Ledger and see where public money goes.
Every rupee transferred by the Federation will receive a digital tracking identity.
Citizens will be able to see:
Who received the money.
Which department received it.
Which project received it.
Who the contractor is.
How much work has been completed.
Photographic evidence of progress.
Audit findings.
Project delays.
Cost overruns.
Nothing hidden.
Nothing secret.
Nothing protected from public scrutiny.
At the same time, every province will receive a public performance score based on measurable indicators including:
Education
Healthcare
Tax collection
Job creation
Investment attraction
Water access
Sanitation
Infrastructure delivery
Digital governance
Independent audit compliance
Artificial Intelligence auditing systems will automatically identify ghost employees, duplicate projects, suspicious payments, abandoned projects, and potential corruption risks.
Most importantly, every Pakistani citizen will become part of the accountability process by submitting geo-tagged evidence of public projects through the platform.
Instead of asking citizens to trust politicians, politicians will have to prove their performance to citizens.
Below is the legislative framework for debate and improvement:
THE PAKISTAN PERFORMANCE DIVIDEND ACT, 2029
Section 1 — Short Title and Commencement
This Act shall be known as the Pakistan Performance Dividend Act, 2029 and shall come into force on a date notified by the Federal Government.
Section 2 — Purpose
The purpose of this Act is to improve governance, transparency, accountability, service delivery, and economic performance through a national performance-based incentive system.
Section 3 — Constitutional Protection
Nothing contained in this Act shall alter, reduce, restrict, or interfere with the constitutional NFC rights of any province under Article 160 of the Constitution of Pakistan.
Section 4 — Establishment of Performance Dividend Fund
A federal Performance Dividend Fund shall be established for the purpose of rewarding measurable provincial performance.
Section 5 — Pakistan Open Ledger
The Federal Government shall establish a free public digital platform providing real-time visibility of public fund transfers, project status, audit reports, procurement information, and implementation progress.
Section 6 — Provincial Performance Index
A quarterly Provincial Performance Index shall be published using independently verified data relating to:
Education outcomes
Healthcare outcomes
Employment creation
Investment attraction
Tax revenue growth
Digital governance
Water and sanitation access
Infrastructure delivery
Audit compliance
Section 7 — Transparency Rankings
Annual public rankings shall be published for provincial governments, departments, districts, state-owned enterprises, and major public projects.
Section 8 — Citizen Monitoring Rights
Every Pakistani citizen shall have the right to inspect, monitor, and submit evidence relating to publicly funded projects through approved digital systems.
Section 9 — Artificial Intelligence Audit Framework
National audit systems may utilize artificial intelligence tools to identify procurement anomalies, ghost employees, duplicate expenditures, suspicious transactions, and cost overruns.
Section 10 — Independent Verification
All performance measurements shall be independently verified through legally designated auditing and statistical bodies.
Section 11 — Parliamentary Oversight
Any modification to the performance scoring methodology shall require parliamentary approval and public disclosure.
Section 12 — Annual Public Report
The Federal Government shall publish an annual State of Performance Report detailing the allocation of funds, provincial performance outcomes, audit findings, and citizen participation statistics.
Purpose:
To transform Pakistan from a system where money follows politics into a system where money follows performance, transparency, accountability, and measurable public outcomes.
Every Province Keeps Its Constitutional Share.
Every Province Earns Its Performance Share.
Every Citizen Sees Where Every Rupee Goes.
@ZakaWaqar I like your idea and today you actually got me as your voter. But,
I want you give same kind of plan on how you are going to tackle deep state actors?
Can you really make every department transparent wherever public money will be used including defence that takes a large sum?
So @Bilalbinsaqib just did what entire systems failed to do for years. Crypto exchanges in Pakistan can now open legit bank accounts with proper KYC.
This guy could’ve made millions doing crypto consultancy but chose to drop it and work for Pakistan without chasing a salary. While others talk, one man sacrificed time, money, and built real change. Pakistan just moved one step forward because of him.
