Riaz Bugti, who was released after his family 5 million ransom to the CTD, has died at a hospital in Karachi.

On 12 June, the CTD raided the residence of Sajan Bugti, where they looted an Alto car, a motorcycle, and 300,000 in cash. They also abducted Sajan Bugti and his young son, Riaz Bugti.

Later, CTD SHO Umar Khosa released Sajan Bugti and demanded 5 million for the release of his son. After a few days, the father arranged the ransom amount, but during that period, Riaz Bugti was subjected to severe torture while in CTD custody.

After the ransom was paid, the CTD released Riaz Bugti in critical condition. He was taken to Aga Khan Hospital in Karachi for treatment, but due to the torture, his kidneys failed, and the young man passed away today.

The CTD in Dera Bugti has been running a kidnapping-for-ransom racket under the protection of Pakistani intelligence agencies.

بلوچستان میں آج جو کچھ ہو رہا ہے، اس کی پوری ذمہ داری پاکستانی خفیہ ادارے آئی ایس آئی پر عائد ہوتی ہے۔ الیکشن میں سلیکشن بھی وہی کرتے ہیں، حکومتیں اور کابینہ بھی وہی بناتے ہیں، اور بجٹ بھی وہی تیار کرتے ہیں۔ مقامی لوگوں کو مسلح جتھوں میں بھی وہی تبدیل کرتے ہیں، اور سرفراز بگٹی جیسے نوٹکی کو وزیراعلیٰ بھی وہی بناتے ہیں۔ چوروں اور ڈاکوؤں کی سرپرستی بھی وہی کرتے ہیں، جبکہ کھربوں روپے کا بجٹ بھی ہڑپ کر جاتے ہیں۔ پھر آخر بلوچستان میں بدامنی کا ذمہ دار کوئی اور کیسے ہو سکتا ہے؟

بلوچ ریپبلکن پارٹی کے مرکزی ترجمان شیر محمد بگٹی نے میڈیا کو جاری کیے گئے اپنے بیان میں کہا ہے کہ ضلع ڈیرہ بگٹی کی تحصیل سوئی کے نواحی علاقوں، جن میں لاغ دو، لنجہ، گنجہ، نیلغ، شیشی، موندانی مٹ اور دیگر دیہات شامل ہیں، میں پاکستانی فوج اور آئی ایس آئی کے اہلکاروں کی جانب سے مقامی آبادی کی اراضی پر بڑے پیمانے پر قبضوں کی کوششیں کی جا رہی ہیں۔ ان کا کہنا تھا کہ مقامی باشندوں کو اپنی آبائی زمینیں خالی کرنے پر مجبور کرنے کے لیے دھمکیاں دی جا رہی ہیں، جس سے علاقے میں شدید بے چینی اور اضطراب پایا جاتا ہے۔

ترجمان نے مزید کہا ہے کہ مقامی آبادی کو ان کی زمینوں سے بے دخل کرنے کے لیے ماری انرجیز لمیٹڈ کی جانب سے متعلقہ اداروں کے اہلکاروں کو بھاری رقوم فراہم کی گئی ہے تاکہ مقامی لوگوں کو ان کی آبائی اراضی سے ہٹا کر کمپنی کے سروے اور تیل و گیس کی تلاش کے منصوبوں کی راہ ہموار کی جا سکے۔ یہ اقدامات بلوچ سرزمین کے قدرتی وسائل کے استحصال اور کئی دہائیوں سے جاری معاشی لوٹ مار کے تسلسل کا حصہ ہیں۔

شیر محمد بگٹی نے کہا کہ ضلع ڈیرہ بگٹی میں 1952ء سے پی پی ایل اور بعد ازاں او جی ڈی سی ایل قدرتی وسائل کو لوٹ رہی ہیں، مگر اس تمام عرصے کے باوجود مقامی آبادی آج بھی پینے کے صاف پانی، معیاری صحت، بجلی، تعلیم اور دیگر بنیادی سہولیات سے محروم ہے۔ انہوں نے کہا کہ ایسے حالات میں بلوچ عوام مزید کسی ایسے منصوبے کو قبول نہیں کریں گے جس کا مقصد وسائل کا استحصال ہو جبکہ مقامی آبادی کو اس کے بنیادی حقوق اور ترقی سے مسلسل محروم رکھا جائے۔
بلوچ ریپبلکن پارٹی ہر اس منصوبے کی بھرپور سیاسی مزاحمت کرے گی جسے وہ بلوچ وسائل اور سرزمین کے استحصال کا ذریعہ سمجھتی ہے۔

پنجابیوں سے بطورِ قوم کوئی نفرت نہیں۔ اگرچہ یہ بھی ایک حقیقت ہے کہ پاکستان میں پنجاب کی اجارہ داری ہے۔ بلوچستان، خیبر پختونخوا، کشمیر سے لے کر گلگت تک ہمیں بارہا یہ دیکھنے کو ملتا ہے کہ پنجاب کے “صحافی” اور “دانشور” دیگر اقوام کو یہ بتاتے ہیں کہ ان کی بھلائی اور ترقی کس چیز میں ہے، اور یہ تاثر دیا جاتا ہے کہ ضروری ہے ان کی باتوں کی پیروی کی جائے، بصورتِ دیگر انہیں غدار قرار دے دیا جاتا ہے۔

بلوچستان میں حکومت کس کی ہوگی، وزیرِ اعلیٰ کون بنے گا، اس کا فیصلہ پنجاب کے جنرلز اور اشرافیہ کریں گے، اور اگر بلوچستان کے لوگ اس فیصلے کو تسلیم کرنے سے انکار کریں تو انہیں بھارتی ایجنٹ قرار دے دیا جاتا ہے۔

حالیہ دنوں کشمیر میں جب مقامی لوگوں نے احتجاج کیا تو سب سے پہلے پنجابی دانشور، جیسے چیمہ، ابصار عالم، منیب اور دیگر، میدان میں آ گئے اور یہ بتانے لگے کہ کشمیر کے لیے کیا درست ہے۔ اس دوران ایسا تاثر دینے کی کوشش کی گئی کہ گویا احتجاج کرنے والے کشمیری بھارتی ایجنٹ ہیں، جبکہ ریاستی پالیسیوں پر تنقید یا اختلاف کو سنجیدگی سے لینے کے بجائے اسے مشکوک بنا کر پیش کیا گیا۔

اگر صرف چند سال کے لیے پنجابی اشرافیہ اور رائے ساز دیگر اقوام کے معاملات میں مداخلت سے گریز کریں، اور ہر مسئلے پر بلا طلب سرپرستی یا “مفت کے بابے” بننے سے اجتناب کریں، تو شاید بہت سی غلط فہمیاں خود ہی دور ہو جائیں، اور یہ سوال بھی اپنی اہمیت کھو دے کہ آخر بعض لوگ پنجابیوں کے بارے میں منفی جذبات کیوں رکھتے ہیں

Another extrajudicial killing in Dera Bugti:

Naga, son of Nozani Bugti, who was subjected to enforced disappearance from Bugti Colony in Sui in January, was killed last night. His body was found dumped on the Sui–Kashmore Road near China Chowk, Sui.

Major Faraz of ISI is directly involved in enforced disappearances, extra judicial killings and kidnapping for ransom in the district.

Pakistan’s ISI forcibly disappeared Kamsheer, son of Akhtran Bugti, from Karachi’s Saddar area two days ago. His family had relocated to Karachi after the military operation in Dera Bugti, where they lived as IDPs. Since then, Kamsheer had been working in various factories to support his family.

According to his family, he was abducted by ISI personnel, taken to Sui, and handed over to a local armed group, known as death squad. He was later executed, and his bullet-riddled body was found near the Doli area on the Sui–Kashmore Road.

The IDPs from Dera Bugti living across Sindh and Punjab have faced enforced disappearances, extrajudicial killings, and other forms of persecution at the hands of Pakistani security agencies for many years.

Kashmeer, son of Akhtaran Bakhlani Bugti, was forcibly disappeared by ISI personnel from Karachi’s Saddar area two days ago. Later he was taken to the Doli area of Dera Bugti and handed over to death squad operative Shahnawaz Chakrani. Today, his body was found in Doli bearing bullet wounds.

Kashmeer had been working as a laborer in factories in Karachi for several years. The incident has raised serious concerns over enforced disappearances and extrajudicial killings in Balochistan.

Since yesterday, the Pakistani army has been carrying out a large-scale military operation in the Seghari and Lanju areas of Dera Bugti.

A short while ago, Pakistani forces began heavy mortar shelling targeting civilian-populated areas. According to local sources, women and children were injured, and several livestock were killed in the shelling.

Dera Bugti: A military operation is underway in several areas of Sui, including Lanju and Seghari.

A large number of Pakistani troops, accompanied by death squad personnel, have occupied a school in Seghari and established a checkpoint there.

Since Friday evening, Pakistani forces have been firing mortar shells and using quadcopter to drop bombs on the civilian population.

Dilawar, son of Qudratullah Bugti, was subjected to enforced disappearance on April 19 by the notorious CTD in Sui of Dera Bugti district.

In recent days, there has been a sharp rise in enforced disappearances in Dera Bugti. Local residents say that state agencies, particularly the ISI and CTD are operating these detentions as a form of ransom-driven practice.

Young men are often picked up on various allegations , after which their families are pressured to pay large sums of money for their release.

Pakistani forces, including the ISI and CTD, have abducted at least six people from various areas of Sui town in Dera Bugti district.

It is worth noting that Pakistani forces have intensified enforced disappearances across Dera Bugti. Two weeks ago, 10 people were abducted and remain in illegal custody.

Local sources also report that officials from the ISI and CTD are demanding large sums of money from families in exchange for the release of their loved ones.
