1) Le università fanno ricerca di base (TRL-1/3). La “produzione, sviluppo e perfezionamento di armi e sistemi d’arma” (TRL-7/9) viene svolta dalle aziende in quanto è collegata ad un prodotto. Quindi con questa iniziativa le università si impegnano a non svolgere una funzione che già non svolgono.
2) Con tutto il rispetto, ma l’università per stranieri di Siena ha corsi di laurea in mediazione culturale e lingua italiana: non sono sicuro potrebbero davvero contribuire alla produzione, sviluppo e perfezionamento di armi.
3) La ricerca di base ha sbocchi civili e militari: il Pentagono può finanziare uno studio sui delfini, ma poi serve per comprendere la lotta sottomarina, la difesa può finanziare uno studio su materiali più sostenibili, che possono poi essere utilizzati per sviluppare armamenti. Non mi è dunque chiaro dove si voglia andare, se bloccare la ricerca di base finanziata dalla difesa (basta dunque una partita di giro per ovviare il possibile vincolo) o semplicemente lanciare un’iniziativa senza effetti pratici.
4) La difesa della patria è un obbligo costituzionale. Se le università, pubbliche, non vogliono assolvere a questo obbligo, qualcuno potrebbe porsi una serie di domande.
5) C’è infine un tema etico: vale la stessa opposizione anche per la ricerca contro minacce cyber, per difese anti-aeree, contro armi chimiche e batteriologiche. In altre parole, questa opposizione avverrebbe anche a rischio di lasciare inermi i cittadini italiani?
