This wasn’t a concrete fortress like you think you are showing. The heat from the fire melted the supports which were exposed from the impact of the plane. Basic physics

Could be product labeling requirements (food law) or there isn't enough demand to truck all that milk into Canada and compete with space with domestic producers. Canadian grocery industry is tightly controlled too.
