Chuck Hagel was chairman and CEO of American Information Systems (AIS — later ES&S). He resigned just weeks before launching his 1996 Senate run, but kept a silent $1–5 million stake through the McCarthy Group (which owned a major piece of AIS/ES&S). NOTE: Most of the Kansas uses ES&S.

AIS/ES&S machines tallied roughly 80–85% of Nebraska’s votes that year. Late polls had him tied 47–47 with Ben Nelson. He “won” by 14–15 points — the first Republican Senate seat in the state in decades. His campaign treasurer ran the parent company. Questions about the conflict and incomplete disclosures followed.

Now the same Hagel is listed among the NSL4A names involved in crisis drills aimed at declaring the federal government illegitimate and shifting power to the states.
