Par crainte d'une rétrocession du Sahara au Maroc, comme ce fut le cas de Tarfaya en 1958 et de Sidi Ifni en 1969, le régime algérien décide de faire pression sur l'Espagne en apportant un soutien financier, militaire et diplomatique au Mouvement pour l'autodétermination et l'indépendance de l'archipel canarien (MPAIAC), dirigé par Antonio Cubillo.

Le mouvement est même intégré à l'Organisation de l'unité africaine avec l'appui d'Alger. Le MPAIAC commet un attentat à l'aéroport de Tenerife en mars 1977, qui provoque 583 décès.

À la suite de cela, Antonio Cubillo se réfugie à Alger, où les autorités algériennes promettent de le protéger mais, comme d'habitude, elles ne tiennent pas parole.

Elles le livrent aux renseignements espagnols, qui tentent de l'assassiner en plein Alger. Poignardé à la colonne vertébrale, il restera toute sa vie en fauteuil roulant. Il rentre en Espagne en 1982 après avoir bénéficié d'un pardon royal, où il finira ses jours.
