In 2023, Uganda granted exclusive rights for the supply of all petroleum products to a subsidiary of global energy trader Vitol, effectively ending a system that sourced oil products through neighboring Kenya and aimed at eliminating middlemen.
Since early 2024, the Uganda National Oil Company (UNOC) has been importing petroleum products exclusively under a five-year agreement with Vitol, facilitated through Vitol Bahrain. This arrangement includes the establishment of buffer stocks in Uganda and Tanzania to ensure reliable supply. However, sources within UNOC indicate that the Ugandan government is losing approximately $15 million each month in commissions to cartels and influential brokers who facilitated the connection between Vitol and the Ugandan government.
In November 2023, Ugandaโs Minister for Energy and Mineral Development, Ruth Nankabirwa, announced that the government had signed a multi-million dollar five-year deal with Vitol Bahrain to fulfill all of Ugandaโs fuel needs, aiming to eliminate middlemen and reduce pump prices below those charged by Kenyan dealers. This agreement granted Vitol exclusive rights to procure and import fuel from overseas refineries on behalf of UNOC, with deliveries routed through Mombasa. Notably, the agreement was signed without prior disclosure or competitive bidding, raising concerns due to Vitolโs reputation for regulatory inconsistencies, legal infractions, and alleged corruption.
Emerging reports suggest that the opulent Kigo mansion owned by the embattled outgoing Ugandan Parliament Speaker, Anita Among, was a gift tied to this lucrative deal. The mansion was rapidly constructed by SMS Construction, allegedly linked to Sadat Muhinda, who is believed to be a proxy for Abu Baker Mukasa Muyunga, a prominent city dealer who purportedly gifted Among the property.
Following the introduction of the Petroleum Supply (Amendment 2023) Bill by Minister Nankabirwa, which aimed to shift the supply chain from Kenya to Tanzania, with Vitol as the sole supplier, MPs began raising critical questions. Concerns were voiced about why Vitol was contracted without due diligence. The lack of transparency surrounding the selection process for Vitol is troubling, prompting inquiries about why the government would create legislation that favors Vitol instead of allowing other companies to import fuel for Uganda.
Abu Mukasa, who facilitated the multi-million dollar oil importation deal for Vitol Bahrain to supply UNOC, is alleged to have bribed members of the Parliamentary Committee on Environment and Natural Resources. This paved the way for the passage of the Bill during its second reading, with Speaker Anita Amongโwho had cut short her maternity leave to ensure its successโpresiding over the session.

Judges 7:3 (KJV): Now therefore go to, proclaim in the ears of the people, saying, Whosoever is fearful and afraid, let him return and depart early from mount Gilead. And there returned of the people twenty and two thousand; and there remained ten thousand.
NEVER GIVE FEAR A PLACE
Never ignore the power of fearโespecially when it shows up among the people you lead or work with. In Gideonโs story, before God chose the final three hundred men, He gave this instruction: โAnyone who is afraid should go home.โ And just like that, twenty two thousand men left.
Why did God do this? Because fear spreads fast, and it weakens everyone around it. The Lord knew that even one fearful voice could shake the courage of the whole army. So He let them goโnot because they were bad people, but because fear among your own can be dangerous when you're headed for victory.
But the thing is, fear isnโt always loud or obvious. Sometimes it hides. It can take the form of staying quiet when you should speak up. It can show up as shame, staying in your comfort zone, or not wanting to be seen with someone unpopular. For example, some people wonโt join you when you're preachingโnot because they donโt agree, but because theyโre scared of what others might say. Some wonโt stand with you when you're being attackedโnot because they think youโre wrong, but because theyโre afraid to be associated with you. Others wonโt give or sacrifice for the sake of the gospelโnot because they donโt love God, but because theyโre afraid of losing something.
If youโre doing what God has called you to doโwhether youโre preaching, serving or leading others, surround yourself with bold people. Walk with those who stay strong when things get hard, who speak up when itโs risky, and who keep standing when others give up.
