It's that republican administrations keep repeating cycles of defunding and pushing increased contracting and privatization. That pushes professionals away because the primary draw to a gov job should be safety and stability.

@fleshsimulator Correction: the Mosin was a decent rifle in the 1890s when it was developed. I own 2, a pre ww2 hex receiver 91/30 and a Finnish m27. Both are pristine examples of refined sub-variants. They both *suck* for any combative use.
