This observation by @bonifacemwangi is spot on. Which is why the #SmallClaimsCourt's active case management feature pioneered by Hon. Stella Kanyiri (i.e. automatically getting a first court date immediately after filing) is the most consequential innovation in @Kenyajudiciary's entire history:

1. The system sets the first mention date after 17 days, which means that if you serve immediately after filing, you can request for default judgment on your first mention if there has been no appearance entered by the opposite party.

2. Additionally the system randomly assigns a court to hear the filed case, removing the ability to forum shop.

3. It is programmed to accommodate weekends, court and public holidays in its calculations, which prevents getting dates where courts can't sit.

4. It is also programmed to ensure that cases are fairly distributed across courts and has a limit for the number of cases that can be assigned per court per day.

The active case management system is a great use of technology to unlock administrative bottlenecks. If it was implemented across the Judiciary it would be a game changer.
