Many decades and many 'leveling up' programmes have come & gone with little discernable improvement for the least well off. We know how it can be achieved, see the work of @MichaelMarmot and others, but the appetite for real change isn't there from either main party.
Truly shocking. I'm not convinced that Levelling Up will change much. The ideas behind it may be sensible but will investment really happen?
