Any parent who is negligent enough to get wasted and not know the whereabouts of their child is a parent who could be negligent anywhere at any time.

It can stunt growth (but early normal puberty can also stunt growth) girls who are 10 are within the normal age range but still might end up shorter

That happened only after she retired, after his father died, & when we lived on her side of the country. She always had control over him, she just didn't use it all the time
