Elaine Chao was heavily pushing this separation of Air Traffic Control from the FAA. Looking at this initiative now, from a new lens, what nefarious reasons could she have had for moving the ATC into a not-for-profit corporation, run by a board of representatives elected from users of the system? Perhaps for a foreign intelligence to insert compromised components into the supply chain, compromise vendors, recruit insiders at contractors, conduct cyber espionage against suppliers? Thoughts?
