My Response to the DG ISPR and the Violence in Balochistan

Lastday , the Director General of the Inter-Services Public Relations (DG ISPR) once again accused me of being a "proxy of terrorists", a serious and recurring allegation made without a single shred of credible evidence. This pattern of unsubstantiated claims has become a disturbing hallmark of the DG ISPR's public statements.

He further stated: "She (I) was the one who came seeking the dead bodies of the terrorists killed in the Jaffer Express hijacking incident. Who is she to seek the corpses?"

Let me be clear: that particular press conference was widely misused, fabricated, and taken out of context to distort my message During my press conference in March, I did not condone any act of violence. My only demand was transparency. I asked for the identities of unidentified individuals, beyond the twelve named militants, who were buried in the dead of night at Quetta's Kasi graveyard. These unidentified bodies deserve to be named, and their families have a fundamental right to know the fate of their loved ones. This demand is not only moral but a legal right in any civilized society.

For years, a disturbing pattern has emerged in Balochistan: following any violent incidents, law enforcement agencies have been involved in killing and secretly burying forcibly disappeared persons, later labeling them "militants." In the Jaffer Express case, the armed group responsible publicly released the names, photos, and details of the twelve men involved. Yet over two dozen bodies were brought to Civil Hospital Quetta. My question was: who were the others? Why were they buried in secrecy?

Once again, in response to the DG ISPR's latest accusations, I ask: where is the evidence? If Pakistan's intelligence and military institutions are as capable as they claim, why has no proof ever been presented against me?

My activism is peaceful, principled, and grounded in universal human rights values. I have consistently condemned violence, whether committed by non-state actors or the state itself. But Balochistan today is a landscape scarred by systemic repression, enforced disappearances, and a complete breakdown of justice and accountability. Rather than address these realities, the state chooses to vilify those who dare to speak the truth.

The international community must take note. The people of Balochistan deserve justice, not smear campaigns. They deserve answers, not threats. And above all, they deserve to live without fear.

Dr. Mahrang Baloch and her fellow human rights defenders are currently imprisoned due to their peaceful activism. Meanwhile, enforced disappearances, extrajudicial killings, and abductions by state intelligence agencies and security forces continue to escalate. This month alone, more than 50 individuals were forcibly disappeared and later killed in staged encounters, while over 200 others have become victims of enforced disappearance.

Human rights defenders are often the ones who suffer the most because of their unwavering commitment to justice and dignity ,principles that are vital for humanity. Organizations like Front Line Defenders have consistently supported these courageous voices. Despite of continuously support of HR organisations ,My father still remains in detention as a means of pressuring me to surrender, and leaders of the Baloch Yakjehti Committee (BYC) are still behind bars.

The situation remains dire, and we urgently need broader international support to protect those who are risking everything for human rights.

ڈاکٹر مہرنگ بلوچ، بیبو گلزادی، بیبگر شاہ جی بلوچ، غفار بلوچ اور زہیر بلوچ کو 45 دن سے زائد ہو چکے ہیں کہ وہ جھوٹے اور غیر قانونی مقدمات کے تحت جیلوں میں قید ہیں۔ یہ وہ سیاسی جہدکار ہیں جنہوں نے ظلم کے خلاف آواز بلند کی، حق کے ساتھ ڈٹ کر کھڑے ہوئے، اور ریاستی جبر کو للکارا۔ ماما غفار جیسے باپ کو صرف اس لیے نشانہ بنایا گیا کہ وہ بیبو بلوچ جیسے مظلوم سیاسی قیدی کے والد ہیں۔ کیا اب صرف رشتہ دار ہونا بھی جرم بن چکا ہے؟

آج پاکستان میں سیاسی کارکن بننا، بلوچ ہونا، یا صرف انصاف کا مطالبہ کرنا جرم تصور کیا جا رہا ہے۔ یہ گرفتاریاں کسی ایک فرد یا چند آوازوں کی بندش نہیں بلکہ پوری بلوچ قوم کو اجتماعی سزا دینے کی ایک منظم ریاستی پالیسی کا حصہ ہیں۔ لیکن یاد رہے، یہ سیاسی قیدی نہیں بلکہ عزم، شعور اور مزاحمت کی علامت بن چکے ہیں۔

ان اسیران کے چہروں پر خوف کے بجائے ہمت ہے۔ وہ صرف سیاسی کارکن نہیں، ایک زندہ تحریک، ایک سوال، اور ایک حقیقت ہیں جسے نہ جیل کی سلاخیں روک سکتی ہیں، نہ جبر کی دیواریں۔ ان کی قید کا مقصد صرف ایک تحریک کو روکنا نہیں بلکہ انصاف، وقار اور بلوچ قوم کی بقا کو کچلنا ہے۔

ایسے میں بلوچ قوم پر فرض ہے کہ وہ خاموش نہ رہے۔ ان اسیران کے ساتھ، ان کے پیچھے، اور اس مقصد کو لیکر ہم قدم ہو۔ کیونکہ اگر آج ہم خاموش رہے، تو کل ہماری اپنی آواز بھی سننے والا کوئی نہ ہوگا۔

Nadia Baloch tweeted that her sister @MahrangBaloch_ and Beebow Baloch were arrested on March 22, followed by other BYC members. She said the Balochistan court surrendered its authority to the government, which extended their detention under 3MPO. The family has re-approached the court for Monday’s hearing and requested that lawyers join them during the proceedings.

ہم، یعنی لواحقین اور بلوچ یکجہتی کمیٹی، نے ابتدا ہی سے ڈاکٹر ماہ رنگ اور دیگر دوستوں کی غیر قانونی گرفتاری کے خلاف قانونی راستہ اختیار کیا اور عدالت سے رجوع کیا۔ تاہم، انتہائی افسوس کے ساتھ کہنا پڑ رہا ہے کہ معزز عدالت ہمیں انصاف فراہم کرنے اور منصفانہ فیصلہ کرنے کے بجائے مسلسل حکومت اور سیکیورٹی اداروں کے فیصلوں پر انحصار کر رہی ہے۔

10 اپریل کو عدالت نے ڈاکٹر ماہ رنگ بلوچ کے کیس کی سماعت مکمل کی۔ فیصلہ اسی دن یا اگلے دن متوقع تھا۔ ہمیں اُمید تھی کہ عدالت “تھری ایم پی او” کے اس غیر قانونی کیس کو ختم کر کے ڈاکٹر ماہ رنگ اور ان کے تمام ساتھیوں کی فوری رہائی کا حکم دے گی، کیونکہ حکومتی وکلاء کے پاس ان کے خلاف کوئی قانونی جواز موجود نہیں تھا۔ اس کے باوجود، عدالت نے چار دن تک فیصلہ مؤخر رکھا اور 15 اپریل کو فیصلہ سنانے کے بجائے کیس کو ہوم ڈیپارٹمنٹ کے سپرد کر دیا۔

ہم سمجھتے ہیں کہ ہوم ڈیپارٹمنٹ اور حکومت خود اس کیس میں فریق ہیں، جنہوں نے ڈاکٹر ماہ رنگ اور بی وائی سی کی پوری قیادت کو غیر قانونی طور پر حراست میں رکھا ہے۔ ہم نے انہی غیر قانونی اقدامات کے خلاف عدالت سے انصاف کی اپیل کی تھی، مگر عدالت نے انصاف فراہم کرنے کے بجائے اختیار ایک ایسی حکومت کے سپرد کر دیا جو خود ہم پر ظلم کر رہی ہے۔

ہوم ڈیپارٹمنٹ نے ایک ماہ مکمل ہونے کے بعد “تھری ایم پی او” کے تحت گرفتاری میں مزید ایک ماہ کی توسیع کر دی۔ ہم نے دوبارہ اس کے خلاف عدالت سے رجوع کیا۔ عدالت نے ابتدائی سماعت میں تمام دلائل سننے کے بعد حکومتی وکلاء کو ہدایت دی کہ اگلی پیشی میں ڈاکٹر ماہ رنگ سمیت تمام گرفتار افراد کے خلاف ثبوت فراہم کیے جائیں۔ اگر ثبوت پیش نہ کیے گئے تو عدالت انہیں رہا کر دے گی۔ تاہم، اگلی پیشی میں حکومتی لیگل ٹیم کوئی ثبوت یا دلیل پیش نہ کر سکی۔

ہمیں اُمید تھی کہ عدالت اپنے اصولوں کی پابندی کرتے ہوئے انہیں رہا کر دے گی، لیکن ہمیں شدید حیرت ہوئی کہ عدالت نے اپنے ہی اصولوں اور روایات کے برخلاف کیس کو پانچ دن کے لیے مزید ملتوی کر دیا اور حکومتی ٹیم کو پیر کے روز دوبارہ ثبوت اور دلائل پیش کرنے کا موقع دیا۔ حالانکہ معزز جج صاحبان گزشتہ دو ماہ سے اس ایک ہی کیس کی سماعت کر رہے ہیں اور حکومتی ٹیم کو بار بار ثبوت پیش کرنے کا حکم دے چکے ہیں، مگر وہ اب تک ناکام رہے ہیں۔ اس کے باوجود معزز عدالت مسلسل سماعت ملتوی کر رہی ہے۔

ہم سمجھتے ہیں کہ ڈاکٹر ماہ رنگ اور بلوچ یکجہتی کمیٹی کے تمام دوستوں کے کیس کو مسلسل مؤخر کرنے سے عدالت اور جج صاحبان کے وقار کو ٹھیس پہنچ رہی ہے اور عوام کا اعتماد بھی عدالت سے اٹھ رہا ہے۔

کل، بروز پیر، ڈاکٹر ماہ رنگ بلوچ اور بلوچ یکجہتی کمیٹی کے دیگر دوستوں کی دوبارہ پیشی ہے۔ ہم تمام وکلاء برادری سے اپیل کرتے ہیں کہ وہ کل عدالت میں ہماری مدد کریں اور کورٹ روم میں موجود رہیں۔

After Beebow Baloch was transferred to Pashin jail, there were conflicting reports about her health, and she was denied access to her legal team. According to our latest information, she was subjected to severe torture in jail, which led to a serious decline in her health. She was taken to the CMH Hospital and later moved to Huda Jail in Quetta.

Beebow is being brutally punished simply for raising her voice against injustice. Her non-violent protest is being answered with violence. We are gravely concerned about her condition.

It has been more than 42 days since Beebow Baloch, along with Baloch Yakjehti Committee members Mahrang Baloch, Gull Zadi Baloch, Beebagr, and Shah Jee, were detained under a false case filed under 3MPO.

We are alarmed about the continued mistreatment of these activists in custody. We call on national and international human rights organizations to speak out and take urgent action against this state-led repression.

On 2 May 2025, Beebow Baloch was subjected to severe torture by intelligence officials, after which her health worsened and she was taken to CMH (Combined Military Hospital). She was later transferred to Huda Jail in Quetta. Beebow is being tortured in custody simply for speaking out against injustice. Her peaceful protest is being met with violence, and we are deeply concerned about her health.

She has developed acute kidney injury (AKI), likely caused by rhabdomyolysis due to physical trauma, and is also suffering from high blood pressure and internal bleeding. She has lost a dangerous amount of weight and can no longer move without help. She’s also been denied access to her lawyers, which has prevented her from ending her hunger strike through legal means.

We urgently call on human rights organizations to intervene and ensure that Beebow Baloch receives immediate medical care.
