Space: 3,00,000 dogs × 30 sq ft = 90 lakh sq ft (~207 acres). Realistic requirement = 400+ acres.

🚨Food Bill: ~₹72 lakh/day → ₹263 crore/year (excluding medicines, infra, utilities, waste mgmt).

1. Fix the 77 hospitals first — OT upgrades, staff recruitment, medicines, cold chain.

2. Strengthen SVR under ABC Rules, 2023 — ward-wise sterilisation + vaccination, community return. No shelter pounding. No permanent Jail for animals. If animals are jailed then Jail Rapists, Criminals, Corrupt Government Officials, Politicians too

3. Decentralised micro-shelters — only for rabid/critical cases.

4. Better bite data: Segregate pet vs street, case vs vials, species-wise.

5. Civic training + waste mgmt — educate RWAs, reduce garbage, reduce conflict.

RTI Filed in AIIMS gave us these results

1. Bites are counted by vials, whereas up to 5 vials can be used for 1 bite

2. There is no differentiation between pet and street dog bites

3. No differentiation between prophylactic doses and post-bite doses

4. Bites by⁠ dogs, monkeys, rats, etc., or even suspected bites, are all clubbed together

It can be safely concluded that the data reported by media is hence INFLATED up to 5X

Note: 80% of reported major lacerations and bites on faces and necks are likely to be by PET Dogs not Community/StreetDogs.

Pet dogs are likely to bite on the face, neck, arms, or upper body, and the bites are usually much deeper or worse

देसी dogs bite mostly on the foot or leg, in the absence of provocation. Therefore, the part of the body bitten could also be included in the pro-forma.

देसी dogs usually bite or nip the lower body or the hands because they've been threatened, hurt or have lost family members and friends to dandas, kicks, slaps and vehicles. The solution is to sensitize people and educate our children, besides paying more attention to the execution of the ABC Rules, 2023.
