This effectively removes the right to *safely* protest for clinically vulnerable people.

Ilyas Abu Safiya repeats the words of his father, Dr. Hussam Abu Safiya, director of Kamal Adwan Hospital, held by the Israeli occupation for more than 555 days without charge, and now, his family fears, beaten to the edge of death. He describes the account his father's lawyer, Nasser Odeh, brought back after visiting the underground Rakefet facility in Nitzan Prison: his father unable to breathe or speak, his face disfigured by torture, his body bloodied, the beatings escalating sharply after his Supreme Court appeal was rejected in Jerusalem.
Dr. Abu Safiya told his lawyer that guards entered his solitary cell and struck him with a hammer and batons, and that since his transfer to Rakefet he has been beaten daily until he loses consciousness, with no medical care. Ilyas says this may be his last appeal, that the next news he receives could be that his father is gone.

What will it take for world leaders to act?

ISRAEL HAS NO AUTHORITY OVER GAZA. Yet it continues to create "conditions of life" to destroy the people trapped therein. Obliteraring all medical infrastructure, even emergency one like @MSF, is a way to ensure people's agony and death when they survive bombs and sniper fire.
