本日、３年ぶりに来日されたアルバニアのラマ首相と首脳会談を行いました。

アルバニアは、価値や原則を共有する、日本にとって重要なパートナーです。
また、アルバニアは、複雑な歴史を有する西バルカン地域において、地域の安定に貢献しています。
さらに、汚職撲滅を目的に、公共調達担当としてAI「ディエラ」を大臣に起用するといった、とても先進的な取組も行っておられます。

会談では、私から、2018年に発表された「西バルカン協力イニシアティブ」の下、アルバニアのＥＵ加盟に向けた改革を引き続き後押ししていきたいとお伝えしました。
また、今月発表した、進化した「自由で開かれたインド太平洋（FOIP）」について、ラマ首相に直接ご説明し、改めて支持をいただきました。

ウクライナ情勢やインド太平洋情勢についても、率直な意見交換を行いました。
欧州・大西洋とインド太平洋の安全保障が益々不可分となる中、今後とも、アルバニアとの間で様々な分野での協力・連携を進めてまいります。

Finally, great news!

The successful conclusion of negotiations on the gradual elimination of #roaming charges between the European Union and the #WesternBalkans is set to deliver one of the most tangible and meaningful benefits of European integration for citizens and businesses alike.

This achievement will enhance connectivity, facilitate travel and communication, strengthen people-to-people contacts, and create new opportunities for trade, investment, and economic cooperation across Europe. It is also expected to provide a significant boost to mobility and #tourism, particularly in #Albania, by making travel more convenient, affordable, and accessible for millions of European visitors.

More than a technical accomplishment, it represents a concrete step towards the gradual integration of the Western Balkans into the EU Single Market and a more connected #European space. It demonstrates how the enlargement process can generate real and immediate benefits for citizens, even before accession.

Bringing the Western Balkans closer to the European Union must be reflected not only through policies and institutions, but also through practical improvements that people can experience in their everyday lives. Lower communication costs, greater mobility, and stronger regional and European links are clear examples of how integration delivers tangible results.

These commitments were at the heart of today’s discussions at the EU–Western Balkans Summit in Tivat, where leaders reaffirmed their shared determination to accelerate the region’s gradual integration into the European Union through concrete measures that bring citizens and businesses closer together.

A stronger partnership between the European Union and the Western Balkans is an investment not only in the region’s future, but also in Europe’s security, competitiveness, resilience, and cohesion. This is European integration at its best: delivering concrete benefits where they matter most—in the daily lives of our citizens.

Today in Tirana, together with the President of Lithuania, @GitanasNauseda, we expressed our shared commitment to strengthening bilateral relations and translating them into concrete and tangible cooperation for the citizens of our two countries.

President Nausėda assured me of Lithuania’s full support for Albania’s EU accession process and for the enlargement of the EU to include the countries of the Western Balkans during Lithuania’s Presidency of the Council of the European Union in the first half of 2027.

We also reaffirmed that Albania and Lithuania, as two NATO member states, share the same vision for Euro-Atlantic security and will continue to contribute to peace, security, and stability.

Notre rencontre a confirmé l’excellence des relations entre l’#Albanie et la #Belgique, ainsi que notre volonté commune d’approfondir le dialogue politique et de renforcer davantage notre partenariat bilatéral.

J’ai salué avec plaisir la décision de la Belgique d’ouvrir une #Ambassade à #Tirana, une initiative concrète et hautement appréciée qui donnera une nouvelle impulsion à notre coopération. Nous avons exprimé notre conviction que cette évolution importante contribuera à développer davantage les échanges économiques, à accroître le commerce et les investissements, à promouvoir le tourisme, à renforcer la coopération dans le domaine des énergies renouvelables et à créer de nouvelles opportunités dans un large éventail de secteurs.

Our meeting reaffirmed the excellent relations between #Albania and #Belgium, as well as our shared commitment to deepening political dialogue and further strengthening our bilateral partnership.

I particularly welcomed Belgium’s decision to open an #Embassy in #Tirana, a concrete and highly appreciated step that will give new momentum to our cooperation. We expressed our confidence that this important development will contribute to expanding economic ties, increasing trade and investment, promoting tourism, advancing cooperation in renewable energy, and creating new opportunities across a wide range of sectors.

Our discussions also focused on our close cooperation in the fields of justice and security, as well as on the broader security challenges facing Europe today. 📍Brussels -- A moment to celebrate, a moment to cheer, a moment for "Gëzuar".

It was a great pleasure to welcome friends & colleagues from EU Member States and institutions to the #Mission of Albania to the EU in Brussels to celebrate, in keeping with a well-established tradition, a key milestone in Albania’s European journey: the successful outcome of the 8th #Intergovernmental Conference and the positive assessment reflected in the Interim Benchmark Assessment Report, #IBAR.

This achievement is the result of years of sustained effort, political commitment, and far-reaching reforms, often challenging, yet essential, undertaken with determination by the Albanian #Government & institutions. It reaffirms a fundamental principle of the enlargement process: progress is, and must remain, merit-based.

We were particularly pleased to celebrate with the Commissioner for Enlargement, our @MartaKosEU. Her engagement and unwavering commitment as well as that of her team, in Brussels and in Albania, to a credible enlargement process have been instrumental in maintaining momentum and strengthening confidence in the transformative power of the #European project.

We are fully aware that the positive IBAR outcome is both an encouragement and a responsibility. It recognizes how far #Albania has come, while setting the stage for the work that lies ahead. One thing is certain: Albania remains fully committed to advancing reforms, moving steadily toward the closure of negotiating chapters, and fulfilling the aspirations of generations of Albanians who see their future firmly anchored in the #EuropeanUnion.

I was particularly pleased to meet with Albania’s Rapporteur in the European Parliament, Andreas Schieder @SCHIEDER, as well as with Swedish MPs Arba Kokalari @ArbaKokalari and @adnandibrani, both of Albanian descent and outstanding examples of successful integration, civic engagement, and public service in open, democratic, and inclusive European societies.

I thanked the Rapporteur for his excellent work in leading the process on the report on #Albania, adopted last month in the European Parliament Committee on Foreign Affairs, @EP_ForeignAff.

It was also an occasion to recognize, beyond their work and contribution as MPs, the personal and professional journey of Arba and Adnan, which reflects not only the valuable contribution that Albanians make across Europe, but also the opportunities that free and democratic societies offer to individuals who are committed to hard work, participation, and excellence. They stand as a powerful testament to the strong human ties that connect #Albania with #Europe and to the positive role that #diaspora communities play in strengthening mutual understanding, cooperation, and shared European values. Their success is a source of pride for #Albanians everywhere and a reminder that the European project is ultimately about people, opportunities, and the ability to contribute fully to the societies we call home.

Our discussion focused on the state of play of Albania’s EU accession process, the priorities and work ahead in the ongoing negotiations, and the shared objective of maintaining the current momentum of #enlargement. We also underlined the important role of the European Parliament in supporting a credible, merit-based enlargement process and in advancing the European perspective of the #WesternBalkans.

At a time when the European Union is increasingly recognizing the strategic importance of enlargement, continued engagement with the @Europarl_EN remains essential for strengthening political support and building a broader consensus and in communicating the transformative impact of a merit-based EU accession process.

📍Belgium -- Pleased to engage in a substantive discussion on “EU Enlargement: An Albanian View” at the Egmont – Royal Institute for International Relations. 🇦🇱🇧🇪

Together with a distinguished group of experts, diplomats, policymakers, and think tank representatives, we exchanged views on EU enlargement as a geopolitical imperative and a strategic investment in #Europe’s future.

The discussion highlighted a growing recognition that the future of the #WesternBalkans is inseparable from the future of Europe itself. A stable, secure, democratic, and fully integrated Western Balkans is essential to Europe’s ability to remain geopolitically credible, strategically relevant, and resilient in an increasingly complex international environment.

In #Albania’s case, the EU accession process has proven to be the most powerful catalyst for transformation, driving institutional modernization, strengthening the rule of law, consolidating democratic governance, improving public administration, and advancing economic development. It has also reinforced Albania’s full alignment with the values, policies, and strategic objectives that define the European project.

I emphasized the importance of preserving a credible, predictable, and #merit-based enlargement process, one that rewards genuine reform efforts and delivers tangible progress for both candidate countries and the European Union.

Such exchanges are invaluable for fostering strategic dialogue, strengthening mutual understanding, and building the broad political and intellectual consensus needed to advance a stronger, more united, and more secure Europe. They are equally important in sustaining an open and informed conversation about the common future, helping to communicate the strategic value of enlargement and European integration both in the candidate countries and the Member States.

I falënderova për kontributin e tyre të çmuar në përmbushjen e këtij misioni të rëndësishëm dhe i përgëzova për vlerësimet shumë pozitive që gëzojnë nga komanda e KFOR-it, si dëshmi e angazhimit, disiplinës, profesionalizmit dhe përkushtimit të tyre të përditshëm në shërbim të paqes dhe sigurisë.

Ushtarakët tanë përfaqësojnë denjësisht jo vetëm Forcat e Armatosura, por edhe Shqipërinë, vlerat tona euroatlantike dhe traditën e kontributit të vendit tonë në misionet ndërkombëtare të paqes.

Konfirmuam edhe një herë se marrëdhëniet ndërmjet #Shqipërisë dhe #Kosovës mbeten një prioritet strategjik i përbashkët dhe një gur themeli i vizionit tonë për të ardhmen. Lidhjet tona të veçanta historike, kombëtare dhe njerëzore, si dhe aspiratat e përbashkëta për zhvillim, mirëqenie dhe integrim euroatlantik, përbëjnë udhërrëfyesin e bashkëpunimit tonë.

Bashkëpunimi i ngushtë mes dy vendeve mbështetet mbi një bazë të fortë institucionale, të konsoliduar përmes më shumë se 200 marrëveshjeve dhe instrumenteve të bashkëpunimit. Megjithatë, ky partneritet kërkon një fazë të re dinamizmi, koordinimi dhe zbatimi konkret. Në këtë frymë, ramë dakord të intensifikojmë përgatitjet për mbajtjen e mbledhjes së ardhshme të përbashkët të dy qeverive dhe të riaktivizojmë mekanizmat e koordinimit strategjik në të gjitha fushat me interes të përbashkët.

Ritheksova mbështetjen e palëkundur të Shqipërisë për avancimin e mëtejshëm të Kosovës në rrugën e integrimit evropian dhe euroatlantik. Theksova se dhënia e statusit të vendit kandidat për në BE përbën jo vetëm një mundësi konkrete për përshpejtimin e reformave, forcimin e institucioneve demokratike dhe afrimin me standardet evropiane, por edhe një mesazh të qartë politik për qytetarët e Kosovës se e ardhmja e tyre është në familjen evropiane.

Diskutuam gjithashtu mbi rëndësinë e vazhdimit të angazhimit konstruktiv në procesin e dialogut të ndërmjetësuar nga BE, në koordinim të ngushtë me partnerët tanë ndërkombëtarë. Një #marrëveshje gjithëpërfshirëse dhe ligjërisht detyruese, e bazuar në njohjen reciproke, mbetet rruga më e sigurt për paqen e qëndrueshme, stabilitetin rajonal dhe konsolidimin e pozicionit ndërkombëtar të Kosovës.

Vëmendje të veçantë i kushtuam edhe bashkëpunimit për mbështetjen e shqiptarëve në rajon, veçanërisht në Luginën e #Preshevës, si dhe forcimit të koordinimit të politikave për diasporën shqiptare, e cila përbën një aset të rëndësishëm kombëtar dhe një urë të çmuar lidhëse me botën.

Analizuam ecurinë e marrëdhënieve dypalëshe dhe u ndalëm veçanërisht te nevoja për ndërmarrjen e hapave konkretë dhe praktikë për thellimin e mëtejshëm të bashkëpunimit mes dy vendeve tona. Vlerësuam se niveli i shkëlqyer i marrëdhënieve politike duhet të shoqërohet me rezultate edhe më të prekshme në fusha me interes të drejtpërdrejtë për qytetarët tanë.

Në këtë kuadër, theksuam nevojën për të çuar përpara projekte me rëndësi strategjike dhe kombëtare, duke filluar nga #Hekurudha Kuq e Zi dhe zhvillimi i korridoreve energjetike e të transportit, deri te forcimi i mëtejshëm i bashkëpunimit në arsim, kulturë, shkencë, siguri, mbrojtje dhe diplomaci.

I urova suksese në ushtrimin e përgjegjësive kushtetuese dhe rolin e rëndësishëm në garantimin e funksionimit normal të institucioneve dhe respektimit të standardeve demokratike.

Bashkëndamë vlerësimin se marrëdhëniet mes Shqipërisë dhe Kosovës janë sot më të forta dhe më të konsoliduara se kurrë më parë, të mbështetura mbi partneritetin tonë strategjik, vizionin e përbashkët euroatlantik dhe lidhjet e pandashme mes dy vendeve tona.

Vlerësuam se mbledhjet e përbashkëta të Kuvendeve të Shqipërisë dhe Kosovës përfaqësojnë nivelin më të lartë të institucionalizimit të bashkëpunimit parlamentar ndërmjet dy shteteve tona. Ramë dakord mbi nevojën për ruajtjen dhe fuqizimin e mëtejshëm të këtij mekanizmi, si një instrument i rëndësishëm për afrimin e politikave, shkëmbimin e përvojave dhe avancimin e interesave tona të përbashkëta.

Rikonfirmova se Shqipëria mbetet e palëkundur në mbështetjen e saj të gjithanshme për Kosovën, përfshirë në afirmimin dhe konsolidimin e pozitës ndërkombëtare të Kosovës. Shqipëria do të vazhdojë të jetë një zë i fortë në mbështetje të Kosovës, sepse një Kosovë më e fortë, më e integruar dhe më e afirmuar ndërkombëtarisht është në interes të paqes, stabilitetit dhe të ardhmes evropiane të gjithë rajonit. 🇦🇱🤝🇽🇰🇪🇺

📍Kalabri - Marrëdhëniet e shkëlqyera mes #Shqipërisë dhe #Italisë, e në veçanti ato me rajonin e #Kalabrisë, pasurohen dhe marrin një dimension të veçantë nga lidhja historike e krijuar ndër shekuj nga komunitetet arbëreshe dhe trashëgimia e tyre e jashtëzakonshme kulturore, gjuhësore dhe shpirtërore.

Kjo ishte në qendër të bisedës së përzemërt dhe përmbajtësore që pata me Këshilltarin për Bujqësinë dhe Pakicat Gjuhësore të Rajonit të Kalabrisë, z. Gianluca Gallo.

Diskutuam mbi mundësitë për ta forcuar më tej këtë urë të çmuar lidhëse përmes projekteve të përbashkëta dhe instrumenteve konkrete të bashkëpunimit, si edhe për zgjerimin e ndërveprimit ndërmjet institucioneve të dy vendeve tona në funksion të ruajtjes, promovimit dhe përcjelljes së vlerave unike të botës arbëreshe.

Një vëmendje e veçantë iu kushtua mbështetjes së komuniteteve arbëreshe, forcimit të lidhjeve akademike, kulturore dhe institucionale, si dhe nxitjes së iniciativave që mund t’i afrojnë edhe më shumë brezat e rinj me gjuhën, historinë dhe identitetin e tyre shqiptar.

Jam i bindur se, duke punuar së bashku, mund ta forcojmë edhe më tej këtë lidhje të veçantë që na bashkon – një dimension i çmuar i marrëdhënieve shqiptaro-italiane dhe një angazhim i përbashkët për ruajtjen dhe promovimin e një trashëgimie që u përket jo vetëm dy popujve tanë, por edhe kulturës evropiane në tërësi..🇦🇱🤝🇮🇹

Një ditë vërtet e veçantë dhe emocionuese me arbëreshët në #Vena di Maida, në zemër të #Kalabrisë, një nga ato hapësira në #Itali ku historia shqiptare vazhdon të jetojë e të flasë prej më shumë se pesë shekujsh, ku gjuha, traditat dhe identiteti ynë kombëtar janë ruajtur me përkushtim të jashtëzakonshëm nga brezi në brez.

Së bashku me Kryetarin e Bashkisë, z. Salvatore Paone, të cilin e falënderoj për mikpritjen e ngrohtë, si dhe me personalitete të shquara të botës akademike dhe kulturore arbëreshe, ndër ta Prof. Francesco Stirparo, Prof. Cettina Mazzei dhe Prof. Francesco Altimari, morëm pjesë në edicionin e XXXI të Manifestimit Kulturor Folklorik për Vlerësimin e Pakicave Gjuhësore, organizuar nga Shoqata Kulturore “Progetto Caraffa”.

Ishte një tjetër dëshmi e gjallë e forcës së identitetit arbëresh dhe e kontributit të pashlyeshëm që komunitetet arbëreshe kanë dhënë e vazhdojnë të japin në ruajtjen e trashëgimisë sonë kombëtare. Përmes familjes, shkollës, shoqatave kulturore dhe jetës komunitare, ata kanë arritur të mbajnë gjallë gjuhën shqipe, zakonet, kujtesën historike dhe ndjenjën e përkatësisë shqiptare për më shumë se pesë shekuj.

Shpreha mirënjohjen time më të thellë për çdo individ dhe familje arbëreshe që e ruan këtë trashëgimi me aq dashuri, krenari dhe përkushtim. #Arbëreshët nuk janë vetëm ruajtës të kujtesës sonë historike; ata janë një pjesë e gjallë e kombit shqiptar dhe një pasuri e çmuar e kulturës #evropiane.

Rikonfirmova angazhimin e plotë të #Shqipërisë, të institucioneve tona dhe të #Ministrisë për Evropën dhe Punët e Jashtme për forcimin e mëtejshëm të lidhjeve akademike, shkencore, kulturore dhe shoqërore me komunitetet arbëreshe. Në këtë drejtim, vlerësova veçanërisht rolin e rëndësishëm të universiteteve, të katedrave të gjuhës dhe letërsisë shqipe, të studiuesve dhe intelektualëve arbëreshë, të cilët prej dekadash kanë dhënë një kontribut të pazëvendësueshëm në studimin, mbrojtjen dhe promovimin e gjuhës e kulturës sonë.

Po aq i rëndësishëm mbetet edhe mbështetja e vazhdueshme e institucioneve italiane, e autoriteteve qendrore dhe vendore, të cilat kanë ndihmuar në ruajtjen dhe promovimin e këtij mozaiku të pasur kulturor që përbën një vlerë të shtuar për Italinë dhe për gjithë #Evropën.

Arbëreshët janë sot një urë e gjallë lidhëse mes Shqipërisë dhe Italisë, mes dy brigjeve të Adriatikut dhe Jonit, një urë e ndërtuar mbi histori, kulturë, kujtesë dhe miqësi. Ata përfaqësojnë një shembull të vyer e të veçantë se si identiteti mund të ruhet dhe të pasurohet përmes bashkëjetesës, dialogut dhe integrimit.

Në këtë kuadër, mirëpritëm edhe projektet e reja që synojnë forcimin e lidhjeve me komunitetet arbëreshe, përfshirë #Muzeun e ri të Arbëreshëve në #Vuno, i cili pritet të shërbejë si një qendër moderne kujtese, studimi, edukimi dhe dialogu kulturor, duke afruar edhe më shumë Shqipërinë me bijtë dhe bijat e saj arbëreshe.

Historia jonë e përbashkët nuk është vetëm një kujtim i së kaluarës; ajo është një pasuri e gjallë që na frymëzon të ndërtojmë së bashku të ardhmen. 🇦🇱🇮🇹

📍Rome - Pleased to meet with Hon. @pierofassino, Vice-President of the Defense Committee of the Chamber of Deputies of the Italian Republic as well as President of the Balkans Committee of the Parliamentary Assembly of the @coe, a friend of #Albania and the Albanian people, and an active and tireless supporter of the #European integration of the Western Balkans.

Albania’s progress in the EU accession process, our unwavering commitment to implementing ambitious reforms, the successful completion of the benchmarks that led to the approval of the #IBAR, and the work that lies ahead toward the closing negotiating chapters were at the heart of our very friendly and productive discussion today.

We also exchanged views on the pace and timelines of the #enlargement process, reaffirming the importance of maintaining the current momentum and to advance decisively toward our strategic objective of completing negotiations within this decade. This is not only a national priority, but also the fulfillment of the European aspiration that generations of Albanians have carried and worked for over many years.

We agreed that enlargement remains one of the European Union’s most successful strategic policies, capable of driving transformation, stability, and prosperity.

We also exchanged views on the current dynamics in the #WesternBalkans, underlining the importance of preserving regional stability, strengthening good-neighbourly relations, and advancing the European integration of the entire region. In an increasingly complex geopolitical environment, a secure, stable, and prosperous region is a strategic imperative for the security, unity, and credibility of #Europe as a whole.

We agreed that the renewed momentum behind EU enlargement represents a historic opportunity that should be seized by all countries of the region through reforms, dialogue, and enhanced regional cooperation. .

📍Rome -- Had an insightful and stimulating discussion today with Italian parliamentarians, senior diplomats, and representatives of leading Rome-based think tanks.

An excellent opportunity to exchange views on a range of issues, including the unique Albania–Italy Strategic #Partnership, Albania’s progress on its path toward EU membership, the renewed momentum of EU enlargement, and the broader geopolitical transformations reshaping Europe and the international order.

It was also another valuable occasion to express Albania’s profound gratitude for the unwavering support and friendship that #Italy has consistently extended to our country. For us, Italy embodies the very essence of a trusted friend and strategic partner: always present in moments of need, always standing alongside #Albania at critical junctures of our modern history, and always ready to support our aspirations for development, prosperity, and European integration. In particular, Italy’s steadfast support for Albania’s EU accession process remains of paramount importance, and one for which we are deeply grateful.

I emphasized that Albania’s progress in the accession negotiations is firmly merit-based. Every milestone achieved is the result of sustained political commitment, the successful implementation of reforms, and tangible progress in aligning with European policies, standards, and values.

The discussion also underscored a growing strategic consensus: the future of the #WesternBalkans is inseparable from the future of Europe itself. In today’s geopolitical environment, the region is not a peripheral concern but a vital component of Europe’s security, stability, and geopolitical credibility. Stronger regional connectivity, economic integration, reconciliation, and coordinated action on common challenges not only benefit the countries of the region, but also contribute to a stronger, more resilient, and more united Europe.

Open, substantive, and forward-looking exchanges such as these are essential for deepening mutual understanding, strengthening partnerships, and shaping the collective responses needed to address the challenges and opportunities of an increasingly complex world.

It is always important to engage with scholars and civil society to exchange views on issues of primary importance. Our future will certainly depend on our ability to understand, interpret, and guide the profound transformations of our time.

It was therefore a great pleasure to speak at #Bocconi University’s School of Management in Rome, with a particular focus on Albania–Italy relations and the European future of the #WesternBalkans.

#Albania today stands among the most pro-European countries and among those that have clearly understood that the secure path to Europe lies in advancing day by day through reforms, democratic consolidation, and a clear strategic vision. More democratic, more open, more self-confident, and more European than ever before, Albania represents a concrete example of how the #European perspective can transform societies and strengthen regional stability.

The success of this #enlargement wave by the 2030 is not only strategic for Albania and the Western Balkans, but also essential for the future strength, unity, and credibility of Europe itself. A successful European integration of the region would reaffirm the transformative power of the European project at a time of profound geopolitical change.

#Italy has unquestionably been part of this journey, through sustained support, investment, and cooperation programmes. Over time, and on these solid foundations, our relationship has evolved into a truly Strategic Partnership, reflecting the depth of our ties and our shared vision for #Europe’s future.

A stable, fully integrated, and prosperous Western Balkans is indispensable for strengthening Europe’s collective security, safeguarding democratic values, managing migration flows, enhancing energy resilience, and preventing geopolitical vacuums that external actors could exploit.

In this context, #Italy’s continued leadership and engagement in regional initiatives remain of fundamental importance in advancing tangible cooperation, fostering sustainable development, and consolidating long-term stability across the region and the European continent as a whole. 🇦🇱🇮🇹
